The Council State of Tomóre is the Realm of Irimond's most southern province and quite unique in some respects. Established on the Macanora Peninsula the province enjoys a favourable position among the surrounding provinces and countries and its trade network is only rivalled by Bellecour on this continent. Tomóre is rich in natural resources and upholds strong trade relations with parties from within the Realm and beyond.
Other than most other provinces it is not governed by a Duke or Duchess, but by a board of councillors and governors, the Emerald Board. These individuals are not democratically elected by the populace though, but are appointed by the members of the board themselves. This might create the impression that the board members would appoint individuals out of personal preference or to gain valuable political advantages. That is not the case, however. Of course they have to get along with each other or at least be on a respectful basis in case of disagreements (which, of course, are bound to happen in any group of people) and they will only appoint individuals who they value. But these individuals have supplied ample proof of their value already. For even if they are not of the aristocracy, they are barons and baronesses of their own rights: Trade barons and trade baronesses, clever, resourceful, industrious and far-sighted. The members of the Emerald Board are heads of trade empires, networks and trade guilds and they have acquired riches and influence that more than rivals the wealth of most of Irimond's nobles. But the members of the board are more than egotistic and opportunistic money-grubbers.
The board resides in the province's capital of Merinan and the members manage the province's fortune and assets. They do so more than just aptly and to great success: Tomóre's economic and cultural strength allows its citizens to carve out a comfortable life for themselves and tradespeople value the liberal if structured legislations in this province.
Since the board members are aware of their responsibilities as governing body of this province and act in the best interest of the province's stability and growth as well as its citizens' well-being, the members of the Emerald Board are respected by the populace. By some they are regarded with respect and admiration. By some they are envied and resented, for these individuals are jealous of the board members' success. The talk of asssassination attempts by rivalling tradesmen has made the round over the years. These attempts are few. But they have happened before. Luckily, not for quite some time....
