The Elemental Plane of Water was the domain of the Elder Elemental Aqua. It is a sea without a floor or a surface, an entirely fluid environment lit by a diffuse glow. This may seem daunting but it is actually one of the more hospitable of the Inner Planes, once a traveller gets past the problem of breathing.
The eternal oceans of this plane vary between ice cold and boiling hot, between saline and fresh. They are perpetually in motion, wracked by currents and tides. The Plane's permanent settlements form around bits of flotsam and jetsam suspended within endless liquid. Even these settlements drift on the endless tides of the Elemental Plane of Water.
The Elemental Plane of Water is home to the City of Glass. This is the greatest city in all the inner planes, wealthier than any Prime Material country and far more populated than the City of Brass on the Plane of Fire.

The Elemental Plane of Water can be reached via an adjacent elemental plane, through the Ethereal Plane, or by an elemental vortex. The Pale River vortex on the Elemental Plane of Earth has its source here, and there is a vortex to the Plane of Air called the Bubble Net. If travelling through the Deep Ethereal, a green curtain of vaporous colour indicates the boundary of the Plane of Water's Border Ethereal region. Elemental vortices can occur wherever a high concentration or nearly pure form of an element is found, and can be temporary or permanent. Vortices to the Plane of Water can often be found in the deepest parts of the seas and oceans, in clear underground lakes, or as surface whirlpools in any large body of water. Temporary planar gates may also be created by those with with the knowledge to do so.
