Torc Rebellion

Far beyond the reaches of the Lower Wylds, horrible fiends have bartered with those in power for peace in exchange for sacrificial offerings. Those poor souls gathered and ferried to their dooms not always faced the grizzly hell of the Dire Islands but sometimes became chattel slaves to the infernals. Emblematic of this bondage, torcs of eldritch wrought iron clasped their necks and choked their wearer into total submission. Such a horrid state soon was adopted by House Ermine whose hierarch utilized it forming a regional slave trade.   Not all things last. Chattel once sold and imprisoned was able to disable the source of this enchantment thus emancipating the thousands of slaves circulating throughout the Lower Wylds. Liberated from this bondage, the slaves revolted. Regardless of House, name, or occupation, this rebellion has led to heightened chaos in and around Otway. Reclaiming their bondage as a symbol of unity, the 'Torcs' as they call themselves first started for representation peacefully. Bad actors within the movement soon radicalized many more until the proceeding rebellion became a tangle of splinter factions. Brotherhood of the Gilded Arrow, the Blue Torcs, and various other group sought to helm and lead the rebellion as a whole.   Months since their emancipation and starved by naval embargo, the Torcs have began looting the surrounding countryside. Only the most ambitious Landers actively seek to quell this rancorous rebellion. Following a strange naval assault by the dragonborn, the House Dusk hierarch has called a meeting of rebellion/house leaders so that they can air grievances and unite against the various invasion forces closing in around the city.
