Solstrum Principality
The Solstrum Principality is ruled by Emperor Eltnam Cordullius who commands the broad and complete power over the entire country. Those who actualy carry out his wishes are the X(idk maybe 8?) mayor noble houses that manage most of the territory in Solstrum.
Whilst technically the power of Emperor Eltnam Cordullius is absolute, if all the noble houses band together and refuse his authority there is nothing he can do to force them.
History
After the death of the false Tragodia the Tragodian Empire was left in scrambling for a successor. There where no more relatives that had the Tragodian name. The distant relatives of the Tragodian bloodline that where alive where all unremarkable at best. This lead to a large push from older officials that actually served under the real Tragodian emperors to move away from the Tragodian name so as to not dishonor the great Emperors of the past with this fractured and broken country. Because of this the Solstrum Principality was born. The name comes from the belief that even the "emperor" is a prince underneath the gods.
This leads to the first new Emperor of the Solstrum Principality, Yakim Mirbello. He and his successor mostly focused on reconstruction seeing at it as the will of Sol. In the meantime whilst not codified most of the houses started to gain further control of there own territories and general distrust of the piety of House Mirbello started to form. Because of this house Mirbello abdicated the position of Emperor in exchange for political favour and to avoid being the target of a coup.
After this the title shifted between houses with most Emperors afraid of turning all the other houses against them and tied up with political favours that got them appointed, they did very grand sweeping reforms and mostly accounted for incremental change and served to entrench the main noble houses.
