There star is "The corpse of a dead god". Its actual divine nature is widely debated but in practise its a mass of flesh hidden somewhere bellow Blue Dawn Its complete form is not shown to anybody but the highest officials. During times of need a portion of the flesh is cut off and sculpted into a weapon of war. This could be the shape of man, beast, monster, whatever is needed. This flesh is than animated in a very specific way, where power is drawn from the flesh and direct control of it is given to an assigned object or person. Usually this is done in a way where if control is lost the flesh becomes inert. In the past this wasn't done but when control was lost for in the Impesta war for independence it took both sides and the help of Mashida to stop it from rampaging. Thus it was deemed to dangerous to be left on its own.Rules of Necromancy
The Necrosis Republic has created a strict set of guidelines to perform necromancy as ethically as possible and whilst angering Muran as little as possible.- No corpse shall be raised without consent
- No soul shall be kept from the cycle
- No body shall be used as replacement
- Corpses can be preserved, all bodies must expire
- This consent can only be given by the person before there death not by there family to prevent the post-mortem selling of bodies. During war times the consent of enemies is not deemed necessary
- Before a corpse has been used it must either have been more than 2 weeks since it died or soul needs to pass on early with the aid of Magic. Not only is it cruel to prevent souls from passing on but it would most certainly anger Muran
- Continuation of point 2. Your not allowed to artificially extend the lifespan of your soul by swapping bodies. Besides the dubious ethics of swapping bodies it would again anger Muran
- It is not allowed to prevent your body from aging via necromancy. You won' t get executed but will be banished from the city.
History
In the Tragodian Empire Necromancy was seen as an evil that displeased Muran and outlawed with the punishment of death. Despite this many scholars and mages where fascinated by it. Not only by the potential power that could be gained, but also as a cheap replacement of servants and easy subjects to test new spells on. Many of those who did practise necromancy did so not in cities but rather in the countryside where pursuers could be more easily evaded and secrets better kept.
By the time of the Age of judgment Blue Dawn was quickly abandoned by the army for being to far away. A large portion of wizards however stayed in the city to prevent the loss of the mountains of knowledge held within. Despite there magic the wizards where gradually overrun and pushed deeper and deeper within the city. All hope was lost when a small group of necromancers from the countryside arrived bringing with them the animated bodies of the refugees that died in the cold harsh weather. They had come in hopes of finding a more fortified home to survive the demon scourge.
After saving the wizards from imminent doom some of the necromancers pronounced themselves grand overlords and started to demand all kinds of things. They where quickly thwarted when the rest of the mages dispelled there control over the undead and threw them outside the city without there spellbooks. Afterwards the remaining sane necromancers pleaded that despite its grim nature without necromancy the city could not be sufficiently defended. Eventualy it was voted on and it was agreed necromancy could be used but only ethically. No corpse belonging to a person could be reanimated without there consent. And any reanimation had to be done without the soul of corpse. This was done in part as a kindness to the dead to not disrupt there journey to the afterlife, but also out of fear from retribution from Muran. With this and the discovery of 'The corpse of a dead god', the city managed to survive the age of judgment and protect some relatively close villages. They joined the Impesta Rebellion since rejoining the Empire would probably lead to the execution of most of the inhabitants of Blue Dawn.

The Necrosis Republic believes strongly in the concept of democracy and almost all positions in government are earned by voting. This includes votes gathered from the villages inside its territory. It has different councils for specific area's of intrest like law and infrastructure, as well as councils for the different districts of Blue Dawn. It also has one overarching council called the Necrosis Council that rule the entirety of the country by making overarching decisions and deciding the foreign policies of the country. Usually wizards are elected to these kinds of positions but plenty of non-magic users find there way into government based on there unique skills or opinions. The only wizard exclusive part of the government is the council of the Arc-Mages. This is a group of the strongest wizards in the country elected by the Necrosis council with heavy weight being given to expert opinion. This is due to the fact that the job of the council of the Arc-Mages is to maintain and use 'The corpse of a dead god'. This is an incredibly difficult job and thus the opinions of non wizards who don't understand if somebody is qualified or not is mostly ignored.
