Descending east from the Summer Highlands, Parowent is a humble farming community that has grown out of the need of passing merchants on the way to and from the markets on the coast, across the plains of Karna, to service their horses and wagons as they stay the night. Traders of all races pass by, though few stay. The residents of Parowent are said to be solid, stalwart folk with a sense of pride in the work they do, though there are always a few troublemakers. Like many Gathian villages, the residents are mostly human, and is run by a Mayor that is elected, who in turn appoints people to sit on the town council.
In terms of local businesses, there seems to be about what you would expect. A General store, an Inn and Tavern, a Farrier to care for the needs of passing merchant caravans, and a blacksmith capable enough to create all manner of items associated with both farmers and merchant wagons.
Government
Though there is an election to appoint a Mayor every three years, Bandra Maybery always gets re-elected. Since there are no term limits, he is happy to serve. The Mayor heads up the four members Village Council, who is also voted on every two years. Like the Mayor, the members of the Village Council rarely changes, and the people of Parowent seem content with that.
Since Parowent no longer enjoys the direction, law enforcement, security, and protection of a Lord, the local government has resolved to levy a tax of its own in an effort to at least provide some measure of the security and protection they had before their ruling House passed into history. These taxes are used to pay for local building projects necessary to service merchant caravans travelling the Golden Road, as well as to fund the creation of a local constabulary responsible for enforcing the law and providing security for the village.
The Mayor
Current Mayor: Bandra Maybery
The Mayor typically handles the day to day business that need attention in Parowent, responding to the needs of the people by planning projects as needed, such as digging the well deeper, or clearing and creating a new area for arriving merchant caravans to camp should there be no room at the inn.
The Village Council
While the Mayor administers the day to day business around Parowent, decisions regarding enacting new ordinances and judging criminal matters fall to the Village Council. It is up to them to determine whether or not a new ordinance is needed, as well as deciding legal matters such as crime and civil disputes.
The Constabulary
Current Constable: Iwan Kemble
The local constable is appointed by the Mayor and the Village Council. He is responsible for enforcing the law as well as local ordinances. He's also responsible for keeping the peace, and ensuring the village remains safe for residents and visitors alike. The local Constable is responsible for hiring any deputies needed to do ensure the security of the village. He also has the distinction of collecting the local taxes, since there is no Lord to perform this duty as well as to govern and protect the village.
Local Businesses
There aren't many businesses in Parowent, but they usually have all they need to keep the community well cared for. With the steady stream of enterprising merchants typically travelling to and from the Karna bazaars, they often have a steady supply of merchants willing to sell a few goods the village cannot provide.

As more people began using the "Golden Road" that meanders its way across Melamar from east coast to west, and on into the
Plains of Karna, places like Parowent began to be built by enterprising individuals seeking to establish their own holdings. Such was the case of Swancott Floddir, who founded both
Nefyn and Parowent, and then went on to found his own Minor House in the Empire of
Gath. Though the actual founding date is unknown, it is believed that it was founded some time in 2086.
Fall of House Floddir
Around the winter of 2178, the citizens of Parowent received word that the last living member of House Floddir had passed. With no child, adopted or otherwise, to carry on the bloodline, House Floddir passed into history. Since then, the lands and holdings of House Floddir have lain dormant, with no tax collector being sent to collect taxes, though Gathian law, custom, and tradition still prevail.
Recent Events
Recently, Parowent has experienced a little more turmoil of late as traffic along the Golden Road has increased noticeably. The normally quiet and peaceful town has seen an increase in trade caravans trekking east to the Plains of Karna, and - perhaps more surprisingly - they have even seen a few Ruharkian trade caravans travelling west. This increase has also given birth to a rise in crime, which the local constable, Iwan Kemble and his two deputies have felt ill-equipped to handle. In response to this, the residents of Parowent sent to Nefyn asking for assisstance in dealing with this rise in crime. Their response was lackluster, sending a single Thedarian guard. While thankful for what help they could get, Nefyn's response has raised the ire of some of the locals towards Nefyn.
