The Faithful
The Faithful are those who follow the commands of Da Otho. They are unknown to most of the city, but for those that do know they are at the centre of the city’s underworld. For any illicit substances, goods, weapons or services you need to go through one of Otho’s people.
While the guard have heard rumours about the underground operations, they’ve never been able to locate where they operate from. When they receive a tip on how to locate the operation, they find the entrance has simply ceased to exist. The reason for the operation’s evasiveness is that it’s located deep underground, seemingly accessible only through portals created by Otho themself that are activated by frequently changing keywords or a sigil given to only the most trusted of Lieutenants.
