The Shades

Even shadowier than the rest of Atramentum, the undead district known as the Shades is a caliginous haven for vampires and similar light-sensitive haunts. The Cold Hand, the undead mob that oversees the city's illicit gambling circuit, controls the area, which contains their headquarters, the Obol Casino, where the lich kingpin 'Ice Chips' Evan Montecristo plays.
The Dullahan Racetrack, run by headless bookie Brom Bones, is also located in the Shades.
