The Cold Hand

The Undead mob of Atramentum, the Cold Hand, runs an illicit casino and controls the illegal gambling circuit in the city. Headed by the lich 'Ice Chips' Evan Montecristo, and managed by his consigliere, Phistophilus Books, a contract devil, the Cold Hand's haunts are quite literally haunted.

Operations

The Cold Hand's base of operations is the Obol Casino, where Ice Chips and Books are most likely to be found. They also control the Dullahan Racetrack, which is the haunt of their headless bookie Brom Bones.
The drow-run Money Spider casino, on Silkroad, has a Cold Hand paymaster (Checkerboard Charlie) on the staff to ensure the syndicate gets its 'fair' cut of the takings. Meanwhile, the Rhombodazzlers, Lady Luck's gnomish followers, pay the Cold Hand to allow them to run their own illicit games of chance, but are otherwise unaffiliated with the Undead Mob.
