Coalition of Spacefaring Civilizations
The Coalition of Spacefaring Civilizations (CSC) is the interstellar commonwealth which counts most spacefaring civilizations in known space as members. The modern Coalition binds all members to cooperate peacefully in the exploration, settlement, and utilization of the cosmos, and to follow certain rules to ensure equity and dignity for all citizens of its members.
Structure
The Coalition is an international commonwealth structured somewhat similarly to the United Nations of Humanity, with which it shares some origins. Its principal organs are the Representative Assembly, the Secretariat, the Universal Judiciary, and a fourth branch: the Office of Internal Affairs. Each organ is staffed by individuals from the various member civilizations; some appointed by members, some hired by the organization itself. The appointees (mainly within the Assembly and the Judiciary, including the Secretary General) have term limits of three metric years, and may only serve in a position a maximum of thrice.Representative Assembly
The Coalition Representative Assembly is the legislative organ of the Coalition, wherein appointed ambassadors of each member meet to formulate, deliberate, and establish policy; with the Secretary General serving as moderator. Legislation which is ratified by the assembly is passed on to the Secretariat to be administered, usually by forwarding the information to the wider governmental bodies that constitute each member civilization. The Assembly is, perhaps unusually, rather small: each member of the Coalition maintains a delegation of twelve appointed representatives in the Assembly (at present there are 60 representatives in total). This is, of course, a very small sample size of multiple very large populations, but this makes it a considerably more efficient engine of politics than the hundreds-strong congresses of its members. Each diplomat is rigorously evaluated before nomination and extensively trained in Coalition legal procedure upon appointment, further oiling the cogs of the legislature.Secretariat
The Coalition's executive branch is the Secretariat. The Coalition has no head of state; while the secretary-general ("SecGen," for short) moderates sessions of the Assembly and directs the staff of the Secretariat on executive matters, they do not have supreme authority on execution of policy. The SecGen and their deputy are elected by the incumbent representatives from among themselves for three-year terms, while the rest of the Secretariat are gainfully employed. This organ of the Coalition is the administrative heart of the meta-civilization: it manages the facilities and operations required and/or authorized by the Assembly and Judiciary.Universal Judiciary
The Universal Judiciary is charged with investigating violations of Coalition law, typically at high levels of government within its members. It is also called upon to arbitrate cases of international conflict among members which cannot be resolved by the Assembly, and may dispatch agents of the court to investigate matters of legal interest within its members. Leadership of the Judiciary consists of three chief justices from each member civilization, nominated by their respective delegation and vetted by the rest of the Assembly. All must be well versed in law and ethics, particularly the legal and ethical standards set forth in the Coalition Charter.Office of Internal Affairs
The convention which established the modern form of the Coalition saw fit to include a fourth branch of the governing system which works independently from the other three to keep the bureaucratic machine running smoothly and free of corruption. In political theory this is known as the "auditive branch"; in the structure of the Coalition it is simply called the Office of Internal Affairs. The entire purpose of the OIA is to act as an impartial monitor of the operations conducted by the other organs —particularly as a check on the Judiciary.Other Agencies
The Coalition also encompasses other, more specialized agencies which act mostly independently (though nominally at the behest of the Secretariat). These organizations include the Interstellar Habitation and Transit Administration (IHTA), Ecumenical Health and Welfare Administration (EHWA), Coalition Energy Commission (CEC), Coalition Natural and Cultural Heritage Organization (CNCHO), and the Coalition Research Consortium (CRC) of which the Ecological Research and Preservation Agency (ERPA) is a part. There is also a provision in the Charter for the creation of a Coalition Fleet if needed for defense, but this has never been invoked; neither the Coalition nor any of its member polities maintain standing militaries.Membership
There are currently five member civilizations of the Coalition: the United Nations of Humanity, InterGlobal Council, Worldtribe, Nzmarri Unity, and Allied Tribes of Calypso. The Coalition has a standing invitation for the Rimor Corporate Conglomerate, but this has yet to be acted upon. The Conglomerate has preferred to maintain its status as an independent entity for the last few centuries due to its difference in socioeconomic philosophy. However, attitudes within the RCC are changing of late, and it may acquiesce to membership in the not-too-distant future. Membership has also been offered to the Xib Zjhar despite their refusal of contact.Trustees
The Coalition maintains de facto trusteeship of several worlds with protosapient species on principle. Though they are not and cannot be member civilizations (as they have no civilizations yet), the Coalition recognizes the potential for enlightened civilization to arise on these worlds in the distant future and thus entrusts their care to the Ecological Research and Preservation Agency to act in the best interests of these possible future sophonts. Worlds with Coalition trustee status include Silvanus, Fortuna, Concordia, Inari, Rama, Frigga, and Freyr.History
The organization was originally established by the United Nations of Humanity and InterGlobal Council in 2285 CE with the Interstellar Coexistence Accords: an agreement of mutual trust, scientific cooperation, and cultural exchange. It has expanded over the centuries to include the shyxaure, ziirpu, and Calypsian civilizations. As interstellar society blossomed in the 24th century, an increasingly popular globalist movement made it clear that a more unified governmental structure would be needed to streamline interstellar and interspecies interaction. In response, the Coalition evolved to be more of a confederal body than a simple alliance.
