Kaat

Structure

Kaat is split into 8 sub-regions which all have their local administration and from each of these regions one representative is elected for the federal government. The local administration councils consist of 7 members each, out of which one is the representative for the region in the big council.
Out of the 8 representatives for the federal government, a chief councillor that gets elected, who leads the council and in case the council is split 4 vs 4, the chief councillor's vote counts twice, but only then.

Culture

Since Kaat's population is quite scattered across large territory and many live as reindeer/moose hearders and breeders, there isn't much pop culture that applies to the entire country. For elves, they do however employ rather traditional views, which may have its roots in the fact that Kaat is the country of origin of spirit worship, the major religion in Arregeas. They do take great pride in that.   Kaat has a big hair culture/tradition. Elves from Kaat don't cut their hair, doing so is regarded as a sign of bad character. More specifically, needing to cut one's hair because of damage or split ends is seen as one not being able to take care of one's own hair or being so reckless as to damage one's hair and therefore it is a sign of bad character. There is also the belief that a bad conscious and immoral deeds cause the hair to take damage, so seeing someone with damaged hair makes them suspicious. The ideal hair is well maintained, long, soft and luscious. It is worn with bead- and feather- adornments and in styles that show off the length well. However, wearing your hair open is seen as uncivilised or again as having bad character. Elves with short hair are distrusted and stigmatised because having to cut your hair short is usually a consequence of a bad deed. Also elf hair grows very slowly, so having to cut off your hair is a big punishment.  

Art, Music and Architecture:

  They are famous for inventing a particular wind instrument, it's basically a panpipe but made from bones. Kaatin music is known for its intensity and Kaatin are often regarded as great dancers.   They're not too big on visual art though and their traditional artstyle is heavily stylized and doesn't feature correct proportions.   Kaatin architecture is characterized by its pointy, curved roofs that are supposed to keep the snow away during the long winters. They also some down quite low and are made to withstand the wind and guide it around the houses so they don't sustain much damage. The houses, albeit made of wood for the most part, are quite well isolated which is a necessity for living in such cold climates.
Their buildings are arranged in teardrop formations that make them as aerodynamic as possible. In the capital city, the buildings are arranged in layered elliptic rings, so the highest buildings are in the center and the lowest ones in the outskirts.

Public Agenda

Making Kaat more prosperous (they aren't doing badly, but they are no Drifeyer) and advancing the country technologically. They are looking to the south for collaboration to better the infrastructure of their country.

History

Kaat was founded in 522 ABT, after meadow elves from the eastern hills of the Greiforn mountains had travelled to Kaat by ship and overcome the Sunkissed Peaks with the help of Amias. They founded Kaat in honour of Amias and other spirits that revealed themselves soon after. Kaat's only notable conflicts were durin the Magic Wars in the Age of Fury, where they fought off the influences of one of the reawakened drowned gods and defended their territory against the residents of former Enat.
Kaat's fast growth and relative prosperity during the Age of Blooming Trees is one of the major reason for the fast spread of Spirit Worship in the western parts of Arregeas.

Demography and Population

Kaat has a population of approximately 1.3 million inhabitants and consists mainly of meadow elves, but the human nomads also cross into the territory from time to time and some have even migrated there permanently. Population density is very low though.   The Capital City has a population of 22'918 inhabitants.

Territories

Kaat is quite huge, with a maximum range of approximtely 1,100 km from North-West to South-East a a maximum range of approximately 550 km from West to East. The entire area is approximately 366,756 km2. Kaat ranges from the northern tip in the tundra down to the Feyr Wàmàr. The sunkissed peaks, however, are the most northern part of the country where people live. Beyond that there is only snow and ice, it's uninhabited. The land was uninhabitad prior to the first meadow elves' arrival.   17% of Kaat is arable land and 82% is wilderness.

Military

Total Military Personnel: 18,200 (1.4% of the total population).   Active Military: 6,500 (0.50% of the total population).   Maximum Military Manpower: 62,660 (4.28% of the total population). This is the total amount of able bodied, trained citizens who could take up arms if necessary.   According to other nations, Kaat's military is not very large or powerful. They have a defensive pact with 4 other countries (Ahhot, Deya, Hatnar and Drifeyer) . Their military equipment is sparse but good quality. Military service is not mandatory.

Technological Level

Kaat is rather behind on technological advancements and they are relying more on magic, but the government wants to change that and is looking to bring Kaat up to speed.

Religion

Kaat is the country of origin of the continent's major religion, spirit worship. The majority of the country practices it and is quite devoted. There are also other minor religions being practiced that have been brought in by the human nomads, but they're also the only ones who practice it.

Foreign Relations

Kaat has relations with Ahhot, the nomadic Tribes of the Western Plains, Deya and Drifeyer first and foremost, but they also trade with the dwarves of the Greiforn Mountains and are looking to expand their relationships to the south with Mirkhar.

Agriculture & Industry

Kaat's main power lies in agriculture, especially the rearing of reindeer and moose, as well as nursing forests for wood.

Trade & Transport

Kaat is an agricultural power. Their main export is animal fur, leather and wool. They also export live animals, such as moose and robust horses bred for working fields and pulling heavy loads. They also export gold and jade. Their trading routes all lead to the capital, which borders the Feyr Wàmàr, from where it's transported up and down the river.

Education

Education, as in all elven societies, is held highly, but except for the cities there isn't really a system. Many parents send their children to the cities for their education, but not all families are able to do that.

Infrastructure

Infrastructure is rudimentary at best. There are a few major roads connecting the cities with each other, but besides that there isn't much.
