Havlic Empire

The Havlic Empire (Old Havlic: Nasɛ́nukkis Hãvlais), also known as the High Empire (Old Havlic: Nasɛ́nukkis Ìtsilis) from year 30, was the most culturally significant and most militarily powerful entity on Arkodia for millennia.   Not to be confused with the original Havlic Empire founded in year 434 B under Emperor Ngavlitsias. This empire was limited to the Havlic Peninsula until Emperor Zendaruxos' conquests which would culminate in the founding of the new High Empire.

Structure

The Empire is divided into nine provinces: Vessila, Limoia, Rumata, Tienika, Metara, Jelena, Epessotia, West Tsedria, and East Tsedria. Each province is further divided into prefectures. These administrative divisions are controlled by their own governments but ultimately heed the word of the Emperor. Sondamia holds special status within the Empire; rather than a province, it is a tributary. It has a greater degree of autonomy than the provinces.      

Government

The Havlic Empire is a theocratic, absolute monarchy. At the top of the legislative hierarchy sits the High Emperor who holds supreme power granted by the gods. Directly under the Emperor is the Consulate which is a group of consuls appointed by the Emperor himself who handle various affairs for the Emperor. Under the consuls are the rectors who are elected by the Consulate to rule over a given province. Subordinate to the rectors are the praefects who handle a wide range of tasks at a civil or prefectural level. Under the praefects are the tribunes who are primarily military officials. Praefects and tribunes may have more specific titles depending on their specific task, such as the Tribuni Aerarii who collect taxes.   In terms of judicial powers; the Emperor, of course, holds supreme authority. But most matters are handled by the magistrates of the Judiciary who are appointed by the Emperor and/or elected by the Consulate. The quaestors are investigators that are elected by magistrates to investigate high profile crimes. Subordinate to the quaestors are the vigiles who act as general guards and law enforcement.

Economy

The Empire is a sort of palace economy, a substantial percentage of all wealth in each province is centralized within the provincial palace and then distributed as needed.  

Currency

There was no standardized currency used across the Empire as most trade is conducted through a barter system. However for more complicated trading, each region has their own de facto currency.

Under the Treaty of Sondamia, Sondamia is allowed a great amount of autonomy in exchange for Imperial military access and so long as a portion of their wealth is given to the Empire every year.
