Imperial Guard
The Imperial Guards of Euhukoa Empire are ultimate upholders of the law. They have power over even the highest ranking members of regular city and town guards and keep an eye on them to make sure that they're just, as well as watching over the general public. Their rank is as high as the governors of the islands and they keep each other accountable to follow the laws of the empress and stay clear of corruption.
Originally the Imperial Guard were only the personal guards of Empress Irixis but many years into her reign she got reports from various places that there was corruption and abuse of power happening all over by city guards as well as a couple of governors. She decided then to use her own personal guards as inspiration to have Imperial Guards stationed all over Euhukoa.
Even with Imperial Guards being trained and spread all over the islands now, Empress Irixis still has to sign off on every student in order for them to graduate. She can't see them all in person so she'll send trusted advisers or members of her own personal guard to oversee examinations. However, she does try to be there for as many of the final examinations as she can.
Qualifications
An Imperial Guard goes through more rigorous training than any city or town guard. First they must go through regular guard training after which they serve as a guard for at least a year. After that they can apply to an Imperial Guard Academy and have to pass physical, intellectual and mental tests before they're accepted.
They must show excellent physical stamina, have a good grasp of the law, as well as show no tendencies of being power grabbing or aggressively dominant.
