Necromantic magic is commonplace in Osiria and the natives relationship with death is that of power and pragmatism rather than fear or religious sensibilities.
Osiria is an insular nation with much of it’s internal workings shrouded in mystery. A single Pharaoh rules the land but delegates smaller areas to regional lords.

Sha’lador at bay.
Though likely to be a crass assumption, rumors abound that Vecna was originally an Osirian before his rise to power.
