A holy state with strict religious adherence, filled with zealots, and constantly pushing it’s boundaries. The Terramites pledge fealty to Tiamat and have developed a ruthless society that covets gold at all cost.
Whereas their rivals
Sha’lador rely on brute force to achieve their goals, Terramere utilize tools more subtle. Honed over centuries of expansion they wield an army of spies, saboteurs, and agents who answer only to the states leader and have near limitless resources and power. Citizens are largely downtrodden with wealth and power being centralized to feudal lords. The population is kept in check through religious fear.
