The Freeholds
The Freeholds are a human nation sandwiched between the moutains and the Javan River. Originally settled by men from The High Kingdom, it is a republic ruled by a series of councils which elect representatives to the council above, from the councils for each hold and dale, all the way up to the Grand Council. The High Kingdom regards the Freeholds as part of its territory; a claim the Freeholders refuse to accept, and which The High King has been wise enough not to try and impose for many centuries. This means that the Freeholds have a vote in the election of the High King, which the refuse to ever use because that would imply that they accepted that they were part of the High Kingdom.
The Freeholds are divided from the High Kingdom by the Javan River, which forms a barrier to any effective large scale military action between the two realms. The border is therefore largely peaceful, and the two realms maintain a high degree of co-operation and good relationships. The main route between the two is the Iron Bridge across the Javan.
Structure
The Grand Council is the supreme ruling body of the Freeholds, elected from the four Quarter Councils, in their turn elected from the Dale Councils, which are elected from the Hold Councils.
The membership of each council is elected for terms of a single year.
