High elves

High elves are the people Ellondoth, the Realm Eternal. The nation has stood independent and strong since the very first ages of the world and its elves hold many secrets about history, magic and science. They do not suffer foreigners to enter their realm, and indeed, other races know very little about the inner workings of Ellondoth or even the customs and habits of the high elf race.   Other peoples of the Heartlands think that high elves are peaceful and loyal folk, having maintained the monarchy of Ellondoth for thousands of years. But they are also self-serving, keeping all of their ageless knowledge to themselves. Ellondothan rulers typically disregard most diplomatic endeavors initiated by other nations. It is thought that high elves see knowledge, wisdom and patience as key virtues to be strived towards, and that personal wealth and glory mean little to most of their kin.

Naming traditions

Online generators for elven names can be used.   Ellondothan culture has been heavily influenced by local wood elf culture. I like to use elven names from Dragon Age for wood elves, so I can recommend those name generators as well.   High elven dialect of Elvish is similar to the elven languages of Middle Earth conceived by J.R.R. Tolkien. I recommend using name generators for elven names from Lord of the Rings.  

Rules

High elves of Amanor are a new homebrewed subrace of elves. They do not use the subrace traits of high elves from D&D 5e. Their custom traits are below.  
Ability Score Increase: Your Wisdom score increases by 1.
Tool proficiencies: You have proficiency with three tools of your choice. You cannot choose Thieves' tools.
Dilettante: Whenever you make any ability check related to art or magical technology, you can add half your proficiency bonus to the check (rounded down) instead of any proficiency bonus you would otherwise apply.
Forgotten Lore: Whenever you make an Intelligence (History) check related to elves, magic or ancient civilizations, you can add twice your proficiency bonus to the check instead of any proficiency bonus you would otherwise apply.
  Note to players and DMs: High elves are extremely rare outside Ellondoth. An Ellondothan that breaks the nation's quarantine and travels abroad becomes a pariah, doomed to spend the rest of theif life in exile. Nonetheless, there are such exiles, for example Lady Venuriel, an influential noblewoman in Caraegwyn. There is a clandestine organization in Ellondoth that goes to great lengths to ensure that high elven exiles betray none of the secrets of their homeland. Such individuals are also cut off from the advanced runemagic of the high elves: runecharms do not function outside Ellondoth and the Weave does not extend outside the nation's borders.

Personal transformation

The physical appearance of high elves is ephemeral. Natural characteristics are only the starting point for the people of Ellondoth, who have access to cheap and easy spellcasting; most Ellondothans make a habit out of changing their physical appearance to suit their whims and moods. Skin, hair, eyes, and virtually any physical features besides can be altered effortlessly to the personal taste of the individual.
