Raissa was recruited to the The Arcantory Institution when she was 19 years old by her father Talbot Tarbeck who had by that point worked as an arcanist at the institution for 21 years. Raissa had accompanied her father to the institution many times during her youth and her father had taught her basic magic before she joined. She served as her father's apprentice at the institution for 5 years before her affinity for fire magic noticed by higher ups and she was recruited to the Flames of Payne and was given her Payne stone. She continued to serve and would climb to become Zavreeni Crevani's second in command.
