The Kutulukira Coalition
Cordelia is the capital city of The Kutulukira Coalition. It is to the northwest of Ironwood Forest, named after Tin Ironwood, a gnome who helped found Cordelia. Cordelia is ran by King Tanah and King Latan. The Kings of Cordelia are fair rulers and prize invention above all. They reward those who think for themselves and who put their own selfish desires aside and consider the merit of moral magical and scientific decisions. They believe that it is important to make decisions to better Aloria without sacrificing their own morality. Coredlia sits on top of The Emerald River and is a spiraling network of aqueducts and boating areas. The water is cleaned by an advanced magitech cleaning system so that fresh water is always on hand, even if someone falls into the water, and poison and disease are considered memories of a past long forgotten.
Ironwood Forest
The Ironwood Forest is a vast forest of trees and branches where many foresting operations exist, along with advanced mining networks. The gnomes of The Kutulukira Coalition use both Druidic and Technomancy to help grow back the forest without harming the nature held within. This has allowed the forest to heal itself at alarming rates without harming the fauna and flora within. The more advanced natural lifespan of the trees and animals within has allowed them to grow faster and helped keep the area more natural and well maintained.
Imagine people able to hunt without harming nature or being able to cut down trees without harming them. This is what the gnomes of The Kutulukira Coalition have done. They are quite concerned with nature and the preservation of the proper way of life for every being within their territory. This care has made the fauna and flora trust them and the sprites and keepers of the forest respect them. This care has lead to a peaceful and mystical way of life for the people of The Kutulukira Coalition.Structure

History
Founded in 39YoTD, Cordelia has managed to not only create the The Kutulukira Coalition, a large coalition of Gnomish cities, towns, and villages, but has also sat as the capital of the coalition with the ruling body sitting there nearly since the inception of the coalition.
Territories
The territory of the The Kutulukira Coalition is from the Ironwood Forest to just east of the Twilight Vale, containing both the area where the now-defunct temple of elemental evil resided and the castle of poison tears stands. The northern borders run just to the southeast of the bottom of the scarlet jungle.
Military
The military is the third branch of the government. It serves beside the rulers and the legislative branch. The protection of the people falls under the military branch. In the event that a military member betrays the people, they are to be tried by the judicial branch of government. Civilians and military members are both citizens of The Kutulukira Coalition and neither is considered above the other.
In the event of betrayal from another branch of government, it is the military that is responsible to help cease any in-fighting. The military's main objective is the protection of the people. It is not there to protect the government or those in charge.
Military leaders are chosen by their merits and not election but can be removed by the judicial branch should they commit a crime.

Legislative Body
Bills are ratified into law by a council of no more then 45 citizens. The legislative body is elected by the people and each province gets one elected official on the legislative body. The legislative body is the only body capable of legally removing rulers in case of corruption. In those cases, the legislative body can vote to remove the rulers from power.
Judicial Body
For minor judicial matters, a small council of five members is chosen by the rulers to take care of such matters. For major judicial matters, the rulers are responsible for those decisions.
