Young wizard spy for the Queen of Theives . He was dispatched on a recon mission on the Moons Shadow . He was found out by Noctua and was held and interrogated.
He brought a crystal ball onboard hidden inside a marked barrel. It was tossed overboard by Raining Leaves at Noctua's recommendation.
Jaakobah hates the government he works for and all government as a matter of principal. No-one has any right telling anyone what to do. Besides a God maybe but even then who was Jaakobah to tell them otherwise. He works to free his grandparents from whatever mine or dungeon they have been locked away in by the Queen and her minions. He knows turning against the queen could get them killed.
