Their base of operations is unknown as is their leadership structure and overall purpose.
They had been kidnapping random individuals from across many settlements to sacrifice at The Well of Souls.
During the events of 3: The Devil of Lamplight, when several members of the cult were confronted, and defeated, in Lamplight, the party discovered that a cult known by this name was responsible for a coordinated abduction scheme across many settlements and towns. This was confirmed by finding a ledger on a cult member with entries matching local missing persons. They also had a map leading to a Hag's hideout, and it is believed that The White Hand is in league with local Hags , Xerek, or both.
