Fronio

Fronio is a very large city in Lusitania and the capital of Unterland. It's the residence of the king of Unterland and has one of the largest harbors in Alendia.  

Geography

 

Spatial Location

Fronio stands on the western coast of Lusitania. The city is located on the southern edge of the fractured islands. The southern core of the city is built on a small hill, while most of the rest lies relatively flat.  

Climate

Fronio is located in a warm tropical climate zone. Due to the southwestern wind, it is hit by a lot of rainfall, benefitting agriculture, but also the growth of the jungle, which makes a big part of Unterland. The temperatures reach from 12°C in the winter to 37°C peaks in summers. The climate is rather humid.  

Structure

The city of Fronio measures about 5.68 square miles. Additionally, Fronio covers an area of approximately 1230 acres outside of the city borders. The city is populated by 74.500 humanoids and is therefore one of the largest cities in Lusitania. The core of Fronio is surrounded by a high massive wall, the so-called outer wall. Another smaller inner wall stretches around the fortress and parts of the noble districts. Fronio has a classical, medieval southern cityscape, containing about 450 noble houses and thousands of commercial buildings and merchant booths.  

Districts

Fronio is divided into 11 different districts.

Aschgarten

Aschgarten is the northern district beyond the outer wall. It is the largest district of Fronio, covering an area of 1.660.000 square meters, housing 20.000 citizens. Compared to other districts, Aschgarten is relatively unstructured. The architectural style is rather rural, dominated by many large detached houses, farmyards, or combined commercial houses. The main roads are very well structured, however, the smaller streets might be in a worse condition.
In Aschgarten you can find 5 churches, 3 of which dedicated to Rondra, 1 to Saytho, and 1 soldier church dedicated to Gwenth. The city hall of Aschgarten stands in the eastern part of the widely stretched district. The largest residence of the royal family is located in Aschgarten.
Since Aschgarten lies outside of the outer walls of the city, it does not have very strong reinforcements. About 45 city guards patrol the streets and only the inner locations of the district can be defended from the outer wall.
Aschgarten is one of the fastest-growing districts of Fronio, especially towards the west along the coast.  

Bergkirch

Bergkirch forms the southern core of Fronio. It lies within the outer walls and stretches oval over the small hill of Fronio to parts of the coast. It covers an area of 600.000 square meters and houses 8.000 citizens, which makes about the average population density of the city. Bergkirch is well structured and the roads are fully developed and expanded. Bergkirch is a district of the upper-middle class, which sets a clear demarcation to the lower class. However, it's still quite far from nobles. You can find a very even mix of detached houses and apartments in Bergkirch, as well as comparatively expensive merchants. Some apartments have access to smaller parks or patios.
2 churches were built in Bergkirch, 1 dedicated to Rondra, the other to Saytho. The city hall of Bergkirch is located in the center of the district. The district is famous for its so-called "Berg Library."
Bergkirch is greatly reinforced. The hill serves as a natural defense and the outer wall protects the city from raids and attacks. Some parts of the district can be defended from the fortress of Fronio. The garrison of Südwacht is ready for action in case of emergencies. Other than that, 30 city guards patrol the streets of Bergkirch daily.
Since Bergkirch is surrounded by other districts, it doesn't grow in size and only slightly in population.  

Harbor

The harbor district lies on the central coast of the city within the outer wall and stretches vertically along the coast. It is very small, covering only about 50.000 square meters, housing 2.500 people, mostly seafarers and travelers. The population density is extremely high (20 square miles per individual). The harbor district is more of a commercial district than a residential area. Therefore most houses are multistory apartments rented by seafarers and travelers. The harbor district holds many storehouses and containers. You can find 1 church dedicated to Rondra and two temples dedicated to Yaldin. The harbor district has one of the largest shipyards in Alendia. Travelers and adventurers can look for tasks on a public blackboard.
The reinforcements of the harbor districts are outstanding. It lies within the outer wall and can be defended from the castle and the inner wall around Velaris. 20 city guards patrol the streets and many small garrisons are stationed for emergencies. The naval side of the harbor is protected by one of the largest navies belonging to a fraction of Alendia.
The harbor district doesn't grow in size and the population is constantly fluctuating.  

Hersod

Hersod lies on the southern coast in the western part of the city. It is split, one part lying within the outer wall, the other stretching beyond it. The district is relatively small, measuring about 200.000 square meters but houses 6.000 people. It is by far the poorest district of the city and is often considered a "slum". Many buildings are deserted or partly destroyed and very chaotically structured.
There is one church of Rondra in Hersod. The largest Tavern "Mick's Inn" is considered an unofficial city hall, standing in the western part of Hersod, outside the outer walls. The district is known for its black-market and independent autocratic black harbor. Especially the part outside the outer walls is often considered an anarchistic region ruled by the Rogue Guild of Fronio.
In theory, Hersod can be defended very well. The district, however, is considered "expendable". Only a few guards are trying to ensure law and order in Hersod, but these forces get regularly overrun by the citizens of Hersod.
The growth of Hersod was violently stopped by Fronio, hoping to control poverty and crime, keeping it as small a space as possible.  

Lornesp

Lornesp stretches over almost the entire northern half of Fronios core. It measures 710.000 square meters and is one of Fronios largest districts. Housing 16.000 people Lornesp is also one of the most densely settled parts of the capital. The buildings are very well structured (almost block-like). Many houses are multistory buildings, containing many different smaller flats and apartments. Often stores, workshops are something similar that can be found on the ground floor of a building. Only very few detached houses and parks exist in Lornesp. However, the citizens of Lornesp consider themself as middle class (or lower middle class). Many merchants sell their goods on the largest plaza/marketplace of Fronio.
2 churches of Rondra and 1 church of Saytho are distributed throughout Lornesp. The city hall is located in the northern part of the district. Many other important, outstanding buildings stand right next to the marketplace, for example, the Market Library, and the editorial office of The Lions Courier. The Adventurers Guild and the Arena of Fronio can be found in Lornesp.
Lornesp is decently reinforced. It is protected by the outer wall and parts of the district can be defended from the inner walls around Velaris. 40 city guards patrol the streets and multiple smaller garrisons are stationed at different key points of the district, for example, the marketplace. Additionally, the Adventurers Guild can mobilize adventurers and mercenaries in emergencies.
Since Lornesp is surrounded by different districts it can not grow in size. The population, however, rises slowly. Therefore the growth of the district is restricted to expanding houses vertically, adding more floors to an apartment.  

Nordpass

Nordpass stretches similar to Hersod from within the outer wall beyond it. It is quite average in size, measuring 320.000 square meters and housing 5.000 citizens. Originally this district served as a reinforced garrison, but with the rapid growth of population, the district was quickly transformed into a residential area. The houses are very well structured and the streets are exceptionally expanded. The citizens consider themself as middle class. Nordpass contains a very even mix of detached houses, apartments, and commercial buildings. Often buildings were built adapted to the infrastructure, accelerating transport routes.
Nordpass contains 1 church of Rondra. The city hall is located in the center of the district within the outer wall. The first old castle keep of Fronio stands on the coast within Nordpass. The district also holds claims over small parts of Fronios largest park area.
Other than Hersod, Nordpass is not considered expendable. It is very well defended, not just the part within the outer walls. A precisely calculated construction enables soldiers to defend the whole district from the top of the outer wall. Especially the part outside the outer wall is used as a bridgehead for counter charges in case of a siege. The old castle keep is a well-defended retreat. 10 soldiers patrol the streets and a large part of the wall garrison is stationed in Nordpass.
Nordpass is surrounded by districts and therefore theoretically unable to grow. Only in rare cases does the area of Nordpass grow. This only happens if buildings from Aschgarten are transferred to Nordpass.  

Ost-Piank

Ost-Piank forms the eastern core of Fronio. The district stretches over the eastern bulb within the outer wall and beyond. It measures 180.000 square meters and houses about 3000 citizens and is, therefore, one of Fronios smallest districts. The buildings are decently structured and the whole design of the district enables military forces to act quickly in case of emergencies. Ost-Piank guards the eastern main gate of the city, which is considered the largest and best-defended gate of Fronio. However, the prosperity of Ost-Pianks citizens didn't perish from the hard task, lying somewhere between the middle class and upper-middle class. However, many buildings are multistoried, allowing local garrison soldiers to rest nearby the gates
There is 1 church of Rondra located in Ost-Piank. Other than that, most buildings have a rather simple, practical use, such as housing or some simple commercial buildings.
As mentioned before, the part within the outer walls is one of Fronios safest places. Similar to Nordpass, the part outside the outer walls is used as a siege breaker. Only 10 soldiers patrol the streets of Ost-Piank. A large garrison is stationed close to the outer wall.  

Süd-Verveok

Süd-Verveok is a small and one of the most prosperous districts of Fronio. By now, it measures 160.000 square meters but houses only about 1.000 humanoids. It lies in the south of the city and is the new district of the upper-middle class. The buildings are very rural, yet very large and prosperous. The different detached houses and farmyards are built relatively unstructured and compared to other districts, the infrastructure is not very decent.
Only one church of Rondra can be found in Süd-Verveok, which is considering the inhabitants more than enough.
Süd-Verveok is completely exposed to raids and attacks. It can't be defended from the outer walls and only the garrison of Südwacht could be of potential help. However, when it comes to sieges, Fronio is getting attacked from the east or the north most of the time, giving the citizens of Süd-Verveok enough time to evacuate.
Süd-Verveok grows rapidly towards the south.  

Südwacht

Südwacht is located in the south of the city core, just outside the outer wall. It is a very small, compact district, measuring only 40.000 square meters. Südwacht is a garrison district and therefore houses not a single citizen. The soldiers rest in reinforced barracks and their number can fluctuate quite a lot. The streets are extremely well expanded, allowing fast structuring and movement of military forces.
You can find a soldier church dedicated to Gwenth in Südwacht. Other than that, most buildings are military, such as barracks, military academies, armories, training grounds, but also cells and prisons.
Südwacht is extremely strong reinforced. The whole district can be defended from the outer wall and the largest garrison of Fronio is stationed in Südwacht. It is large enough to deal with emergencies in neighboring districts.
Südwacht doesn't grow in size. If the number of soldiers exceeds the capacities of the district those soldiers are moved to another district.  

Velaris

Velaris is a small district located right in the center of Fronios core. It stretches over 200.000 square meters but houses only about 1.000 citizens. It has the lowest population density of all districts (200 square meters per citizen). The district is relatively unstructured and many buildings look very individual and prosperous. Velaris is the district of the upper nobles and the richest district of Fronio. Most buildings are singular detached houses, villas, mansions, or classical southern estates like fincas. Most residences claim large front yards or parks within Velaris. Only a few expensive commercial buildings exist in Velaris.
1 church of Rondra stands on the southern edge of the district, close to the noble castle plaza and the city hall of Velaris. The Turris Horologium, the largest clocktower of Fronio towers right in the center of the district and is the history museum of Fronio. The castle of Fronio is considered to be part of Velaris even though it stands outside of the inner walls.
Velaris is just like the fortress the best-defended district of Fronio. It stands inside the outer wall and is partially surrounded by another, smaller inner wall. The southern part of Velaris is located on a small hill, which serves as a natural defense. The district can be defended from all sides, from the outer wall, the fortress, and even from the harbor and navy. Only 20 city guards patrol the streets since the guards at the gates of the inner wall prevent any lack of security.
Velaris is surrounded by districts and therefore doesn't grow. The number of nobles grows only very slowly and some of those move their residence to the outer skirts such as Aschgarten or Süd-Verveok.  

Wimeret

Wimeret lies outside the outer wall to the south of the city. It is the second-largest district of Fronio, measuring 1.560.000 square miles, and houses about 12.000 citizens. Many people from the middle class or upper-middle-class live in Wimeret. The architectural style of the buildings is rural but prosperous and residential buildings are mostly detached houses or apartments.
Wimeret has 3 churches dedicated to Rondra. The city hall of Wimeret is located in the southern center of the district.
Since the district lies outside the outer walls, the fortifications aren't too decent. However, almost the whole district can be defended from the top of the outer wall. Additionally, the garrison of Südwacht is obliged to defend and secure the district in case of an emergency. 40 city guards patrol the streets daily.
Wimeret grows relatively quickly, especially towards the south and east. Besides that, many free spaces and parks are replaced by buildings.  

History

For a detailed version click History of Fronio. Fronio was founded on the 4th of Ker 7403 b. BF. It was one of The Human Empires first and largest port cities of Lusitania. In 6913 b. BF., the western colony opposed the Empire and lost a large part of its population due to migration. In 6870 b. BF., the mayor of Fronio announced political and social reforms to raise the attractiveness of the city. With events like the construction of the arena of Fronio in 6197 b. BF., many people were lured to Fronio. Even the Adventurers Guild of Alendia settled in the city in 5111 b. BF.
After the founding of Unterland, Fronio competed with Edezani over the title of the capital of the country. Edezani eventually claimed the title and remained the capital until 3849 b. BF. In 3850 b. BF., Edezani was almost destroyed by the forces of Middenland and after the peace negotiations, Fronio was raised to the new capital of Unterland.
In 3704 b. BF., Fronio reached 10.000 inhabitants for the first time in history. The city was rapidly growing, which eventually resulted in a split of districts in 3688 b. BF. The military of Lornesp was increasing rapidly in numbers too and Fronio became one of Alendias safest places. But despite all the military presence, Fronio had to deal with many threats of criminality within its borders. The Red Torch is known to be one of Fronios major flaws. It's an anarchistic, rebellious, criminal organization, spreading chaos and disease by setting multiple buildings on fire. Around 2790 b. BF., Fronio tried to drive back the chaos and terror. After almost 700 years, the city managed to push criminals and citizens of the lower class out of its society. In 2078 b. BF., Hersod was founded. It is a slum and home to all poor and criminals of Fronio.
Unterland and Fronio anticipated the rupture of the unstable Great Human Empire. Therefore, in 2007 b. BF., two years before the Elvish Revolution, Fronio took an immense tax cut to raise the public order and ensure loyalty. It also raised the attractiveness of the city. Fronio grew beyond its borders and additionally to the outer wall, three major strongholds were constructed. About 500 years later, in 1533 b. BF., the tax was greatly increased, balancing out the financial loss of Fronio. This led to a spread of poverty and the growth of Hersod. In 1464 b. BF., the so-called Rogue Guild appeared and claimed the outer parts of Hersod, transforming it into an autocratic, borderline legal vacuum. The growth of Hersod was only stopped by a subsidizing of the southern districts.
In 660 b. BF., Fronio reaches a population of over 50.000. It grew to one of the largest cities in Lusitania and prepared for war once more. In 19 BF., Unterland declared war on Middenland.  

Demographics

Fronio is home to many Lusitanians. A very large part of the population is Human. Although creatures of other races live in Fronio, its proportion is quite small compared to other cities and countries of Lusitania. In 21 b. BF the census was as follows:

  • Half-Elves: 6%
  • Elves: 6%
  • Gnomes: 5%
  • Others: 4%
The government suspects the numbers to be a bit different. It appeared to be impossible to count the people of Hersod. Those were only roughly estimated.  

Religion

The Pantheon of the Twelve-Gods is the most popular belief in Fronio and the only official religion. Some individuals respect the old pantheon of Faerun, especially Clerics, Paladins, and other people with professions, which involve dieties. The influence of The Church of the Sun is quite strong due to historical events and the small distance to Rondrarien.  

Administration

 

Government

Fronio is ruled by a monarch, the King of Fronio. He appoints key roles like judges, administrators, commanders of security forces, and even governors for different districts or city halls. The king can declare a state of emergency, which grants him supreme command over the administration, legislation, army, and navy. Such an emergency can be for example a natural disaster, a major fire, war, or other dangers and threats for the city and its people.
Usually, the king works with a small council of advisors and experts of different fields. The king is free to choose who and how many advisors he uses. Often high priests, generals, mages, and merchants help the king with his decisions.
 

City halls and governors

Fronio is one of the largest cities of Lusitania. Therefore, the king appoints governors to manage certain tasks. Traditionally, those governors are in charge of a certain area. Fronio is distributed into six different areas, each of them managed by one governor and the related city hall. Since some districts are much smaller than others, it is very common for a city hall to take responsibility for multiple districts.  
City Hall Velaris
The city hall in Velaris is the highest, superior city hall in Fronio. It is responsible for issues all over Fronio in case a lower city hall can not solve such an issue. The security of the nobles of Velaris is the city hall's main task.
 
City Hall Nordpass
This city hall is one of the most controversial institutions of Fronio. It manages the issues in Nordpass, but also those of the western part of Aschgarten. Many citizens of western Aschgarten would prefer to belong to the city hall of Aschgarten than to be governed from another district. The city hall is often overrun by requests and issues and especially the western tip of Aschgarten turns out to be very rebellious towards the governor.  
City Hall Aschgarten
Responsible for the eastern part of Fronio, respectively, eastern Aschgarten, and the outer parts of Ost-Piank, this city hall is known for very solid management. Although it doesn't vary much from other districts, the governor seems to enjoy the trust of the population. Aschgarten conflicts with Nordpass since this city hall is aiming to take over full control over Aschgarten.  
City Hall Wimeret
City Hall Wimeret manages Wimeret and Süd-Verveok. Compared to Aschgarten and Nordpass, no such conflicts exist. However, the city hall is often overwhelmed by logistical problems since the area it is responsible for stretches very wide. Often soldiers from the garrison of Südwacht have to help out to ensure public order on the streets.  
City Hall Bergkirch
This City Hall is the most solid out of all 6 institutions. Earlier, it was responsible for Bergkirch and Hersod, but for a few decades, it neglected to take care of Hersod. Nowadays, it keeps very good control over the district of Bergkirch. Hersod meanwhile transformed into a borderline legal vacuum.  
City Hall Lornesp
The City Hall of Lornesp is, compared to all other city halls, responsible for the highest number of individuals. It is responsible for the population of Lornesp and those of Ost-Piank, living within the outer wall. Due to such high responsibility, this city hall and its governor are sometimes overwhelmed by all the different tasks. However, the public order is very decent.  
'Unofficial' town halls
The district of Südwacht does not fall under the government of any city hall. Due to the presence of strong military forces, the public order is ensured and Südwacht can be managed by Velaris or even the king himself.
Hersod, especially the parts outside the outer wall is an almost legal vacuum. The largest tavern in Hersod, "Mick's Inn" is accepted by many people as an unofficial city hall. On the other hand, a small garrison station tries to ensure loyalty and public order in this district. This garrison however gets regularly overrun by rebels or criminals. Hersod is seen as a breeding ground for criminal organizations.  

Law & Order

The City Watch is the local security and police force of Fronio whose duty it was to settle petty disputes, capture criminals, and ensure public order. Additionally, they control travel and migration, keeping note of people crossing the city borders, and they guard the walls of Fronio. In case of an attack or other bigger issues threatening the security of the city, the City Watch can be reinforced by the soldiers of the garrisons of Fronio. The City Watch is divided into different squadrons, each of them responsible for different tasks or locations.
Velaris is defended and protected by a special unit, called Velarions. These guards are elite soldiers, patrolling the streets of Velaris and guarding the entrances of the noble district. They are restricted to guard Fronios most important district and can be mobilized and transferred to another task only in emergencies.  

Defenses

Two layers of strong walls surround the core of Fronio, equipped with mangonels, ballista, or other siege weapons with a high range, watched over by the City Watch, a group of about 250 well-trained guards. As mentioned above, the main task of the City Watch is to ensure Law and Order. In case of an attack on Fronio, the guards are perfectly suited to defend the city. Additionally, a strong garrison is stationed in Fronio, about 2500 men strong. This garrison is exclusively reserved to defend Fronio and can't be mobilized or transformed into an army. This garrison consists of:
  • 4 battalions (~1600) of infantry, including archers, commanded by a general each
  • 2 high spell casters with access to Magic up to the 7th circle
  • 5 companies (~750) of cavalry, including 250 demigriffon riders
  • 1 company (~150) Velarions, elite infantry, responsible for the security of Velaris
Additionally, 10 battleships (about 2000 men) protect the harbor and bay of Fronio. In case of an emergency, the king can mobilize retired soldiers, such as veterans, mercenaries, or reliable adventurers to defend Fronio.
