Nome of the Storm's Eye
During the Legion-Regime War, neither faction gained as much traction in Caino as in Yethera, but both made landfall to the north of the Jagged Teeth and sought to establish control of the region. After the Orc rebellion and the collapse of the war, a large force of troops from all sides remained in Caino. An orc battlegroup called the Storm’s Eye established control of the high steppes in and below the central foothills of the northern Skystone Peaks. As the threat of war passed away, the Storm’s Eye turned their fortified camps into towns, and established a civilian, tribal alliance, unified enough to negotiate entry into the Blessed Concordance on favourable terms. The earth Genasi, for their part, were happy to have an ally instead of an enemy at their backs.
The nome is ruled from Storm’s Eye, the largest of five fortress-towns established by the Legion forces – Storm’s Eye, Fire’s Fury, Windfoot, Cold Gleaming and Wolfheart – which became the cities of the Storm's Eye Compact. Each of the city territories is now called a Speaking, and governs its own territory from its own town, as well as sending a representative to the Conclave of Speakers in Storm’s Eye, to mediate between the Speakings and elect a High Speaker to act as nomarch. The Speakers are electors of the nome, and the Speakers for the Dead - priests of the Ancestral Unity - elect two of their number to carry the other votes. When, as is often the case, one of the usual electors is chosen as nomarch, the speakers for the dead nominate a third elector from their number.
There is an ongoing bone of contention around the orcs’ refusal to adopt even lip service to the Gods of Foundation. While Foundationism is not the official church of the Federation, the Treaty of Concordance is built around the language of the genasi’s dominant faith, which raises questions for some as to how strongly the orcs hold themselves bound by the Treaty itself.
The Nome also encompasses the Freehold of Darkmount.
