Circle of Spears

After The Uprising, the hobgoblins of the Monastery of the Iron Mind fostered the creation of the Circle of Spears, a body of skilled warriors and leaders capable of guiding the emergence of a new and independent hobgoblin culture, alongside the Monastery and the Devastator's League.
Within the Domain of War, the Circle remains a powerful, extra-governmental body which helps the to keep the peace between the various states. Outside of the Domain, the Circle persists as an almost academic institution, dedicated to preserving traditional hobgoblin cuture.
