SALT QUARTER

"The salt pans east of the town have been worked by three families for eight centuries. This is a fact that I find remarkable and that the families in question find entirely unremarkable, which is the difference between the historian's relationship to continuity and the practitioner's. The Gallus, Sal, and Nivea families have been producing salt by the same method, in the same pans, on the same schedule, since the fourth century. Their combined institutional knowledge of salt production, coastal weather patterns, pan maintenance, and distribution logistics is the most complete specialist knowledge held by any private group in the province. It is also entirely undocumented. I asked one of the Gallus family's senior members about this once. He thought about it for a moment and said that salt does not need to be written down to be salty. I have been thinking about this answer for eleven years."
The Salt Quarter occupies the coastal flat east of the town proper — the salt pan complex, the three families' residential compound, the packing and storage facilities, and the distribution infrastructure that moves the province's salt output into the commercial network. Approximately five thousand permanent residents, the majority of them members of the three salt families and their associated households and workers. The district has a character distinct from the Fishing Quarter — quieter, more seasonal in its activity patterns, the salt-making process's dependence on solar evaporation giving it a rhythm tied to weather rather than tides — but the same social orientation toward collective management of technical knowledge and away from external documentation.
The official salt output figures that the Quaestor's office in Portus Meridiani has on record are accurate in the sense that they reflect the output figures the three families have provided, which are accurate in the sense that they describe a genuine portion of actual production. The relationship between the documented output and the actual output is the most carefully managed number in the province, adjusted each year to remain plausible relative to the pan area and weather conditions while remaining consistently below what an accurate production calculation would show. The families' preparation for Ratio Meridiana's audit has included a review of the past twenty years of figures to ensure that the plausibility of the documented output has been maintained consistently enough to withstand a competent examiner. Their legal advisor in Portus Meridiani — not from the Aurantius family's firm — has told them their position is defensible. He has also told them that a truly determined audit, one that included independent production estimation from pan area and evaporation rate data, would find a discrepancy. The families have noted this. They are working on the evaporation rate data.
