According to the posthumous words of Baxton Mandrim, when The Flesh Artist "is feeling weak", he returns back to "some hidden lair by some hidden town".
Marvin Undersky, having spent much time traveling in the area, is unaware of any "hidden towns". It must be very well hidden, then.
The name first appeared when Eyesore vowed to Dazki Sylroris and Kesmet that he would never tell anyone about how to get to Overlook.
W.E.I.R.D. have discovered that not only does this place exist, but something causes memories of this place to quickly fade away after leaving it. Even written records of it aren't completely immune to this effect.
According to the stablemaster, pretty much everyone in town has a logbook that they carry around with them in order to write important things down so that they don't forget.

According to Jim

This town is run by a necromancer named Jimson ("Jim") Datura according to the tenets of Altzmyr: undead are people, like the living, and they deserve dignity. The town therefore has a large population of undead, who typically perform simple tasks around town.

Not Just Blowing Smoke

The town is covered by a thick smoke. Jim claims that the primary purpose of the smoke is to calm the natural urges of the undead, but it also has the benefit of keeping nearby Ankhegs at bay and causing memory loss in the living. This memory loss, he says, is important for the town's longevity: many people are uncomfortable with the arrangement that Overlook has, after all. It also offers a side benefit: "People are here to forget the outside world."
