337-113 One Fine Day in the Middle of the Night

Over some ales in the warehouse canteen, you agree there’s a promising adventure waiting down at Piper’s Corner. The thought of solving the case of the brutal murders has you all feeling exhilarated. So in the morning you head off to find Piper's Corner. After of course, you have paid the city entry tax of 1cp per person.  
The date in Cerwyn calendar is 337 - 337 - Brth - Easetide - Avann (Birt - Estid - Av-AN) (337 - 2 - 4 - 3 - 113). This is a holiday - these are days on which Cerwyns do not work, or work for triple pay, but rest, meditate, eat and drink. The cloud cover is Quarter, with None rainfall. The temperature is Average (11-20C) and wind is Light Breeze.
  Apparently the easiest way to Piper's Corner from Westmeet Square is to head down to the old South Gate, and turn left. Follow the Old City Wall alley way. It's a bit narrow in places, but if you follow the wall until you reach the second tower, then you will have arrived.  
What's the plan of action?
  Well, the person who gave you instructions certainly didn't lie. The alleyway is narrow, and with the amount of garbage that has been dumped here is not the most pleasant route. But you do reach the second tower, and arrive at a small group of buildings collected around a small, almost private looking, open square.   There's a statue of a piper next to a small well in the middle and several locals hanging around, who look up nervously when you suddenly appear.   On the opposite side of the square, you see a man in the dark kneeling next to a door, fiddling with some tools. He looks nervously over his shoulder at you, sweat glinting on his brow, and then quickly returns to his work.  
Approach the person at door
  As you approach the man at the door you can see him look over at your very nervously, and visibly shaking. He starts to gather up his bag and tools, and starts pleading with you "Please don't harm me. Please. I have a wife and three kids. Please don't kill me. I beg you." And he starts shaking even more, tears running down his cheeks.

  You notice that the bag of tools he has appear to be locksmith's tools. It appears he was installing a new lock on the door.   You notice that the bag of tools he has look like lockpicker's tools. It appears he may have been trying to break in to the door.  
What action do you take?
  When he realises that you are just bumbling adventurers seeking a new dragon to slay, he frantically blurts out "I was just installing a new lock on these doors. Everyone's so scared about these brutal killings, that they want to lock themselves in at night. I just want to get out of here as fast as I can. Who says the killer only kills at night?"  
Ask if he has more specific rumours?
  He really doesn't want to spend a moment more than he has to, and certainly doesn't want to spend it idly chatting. He suggests the best place to find out about what's going on is in the tavern. And with that, he returns to finish off the lock, packing his stuff up, and getting out of there.   You decide the best place to seek information is most certainly the inn, as it supplies refreshing beverages while you mull over the gossip with the locals. So toward the Blue Piper Inn you head.
