Penrith

Penrith is one of Evonia's many "Sister Cities", colonies that while formally inderpendent rely heavily on the mother republic for protection and 'advice'. The city is the only elven outpost in the Free Cities.

Demography and Population

The City's population numbers somewhere in the region of 50.000, making it one of the largest of the Free Cities. Just over a third of these are elves, while the remainder are predominantly humans and dwarves.   Living standards in Penrith are comparably higher than most Free Cities. The normal anathema towards magic does not exist in the city. As such magical conveniences such as lamps and trash incinerators, as well as heated water and cooled food is readily available. The presence of several human temples in the city means that magical healing and healthcare is also available in Penrith, though at a cost.    Penrith is the richest of the Free Cities. But it is also the most ruthless towards its poor. There is no system in place to support the homeless or unemployed. Indeed, the city prohibits the giving of alms and charity to such people, in an effort to discourage "undesireables" from congregating.

The City control extends around a few kilometers beyond the city walls.

Foreign Relations

The City-State is a "Sister Republic" of the Evonian Republic . Penrith is officially inderpendent of their patron; but few are fooled by this fiction. At present the city lends aid to The Alliance in the Union War although it is officially neutral. It is a strange sort of neutrality however, where its army and navy are fully engaged in battle. The city is kept safe from attack largely by its association with Evonian. No-one wants to invoke their wrath at the present moment.

Infrastructure

The city is famed for its defensive fortifications, its regular streets and broad avenues. The city's shipyards are by far the most impressive in the Free Cities; having been built with funds provided by Evonia. The harbour is deep enough to accommodate any ship currently afloat. The Saepta, where the people cast their votes, is often cited as the most beautiful building within the city. Penrith is sometimes called "the city of statues" as the architecture of most buildings and public spaces tend to include many statues and idols.
