Leviathan's Wake

Formerly known as Port Coatli. In that time it was a major port city, which hosted a vacation home for the Cent family. It was defended by a large fort and a harbor chain and the homes farther uphill, closer to the fort and jungle were those of prosperous military folk, nobles, and merchants. The homes closer to the harbor itself were naturally those of the working class who often lived in the same buildings that they worked out of, except in the case of tanners and smiths, naturally.
Port Coatli was a central military base for Xbalanke's naval forces. In the year Sky:1038 the town was attacked during the eclipse of Tohil, when the white moon turned red. The fort was somehow infiltrated by pirates and the harbor chained lowered. What followed was a massacre that scarred the nation for the rest of time.
The town was destroyed, gold flung into the streets form the fortress and mansions, which the common people grabbed as they fled. The palace of the Cent family was attacked by a the pirate Queen in support of a woman who claimed to be Queen Zyanya Cent of Xbalanke - Deceased, the lost heir of King X'moke of Xbalanke Deceased. The family of proud warriors, most of them Panthera Blood Hunters, were slaughtered along with what remained of their household guard. The Pirate Queen felled the entire family, and in turn was slain by the only surviving member of the Cent family, Nacon, a boy who had been celebrating his 14th birthday that evening. He alone escaped as the palace was set ablaze.
The stone fort was left in tact but much of the village burned. The pirates took the best ships in the naval yard, turned the cannons towards the roads and took control of the town.
After the initial battle a slaughter took place in and around the fortress itself. The commander of the fort was strung up, flayed, as a bloody flag, and a monster thereafter known as The Leviathan tore the defenders limb from limb. There were no prisoners taken that day, not a single defender of the city survived. It is said that along the coast the waves washed red upon the shore for weeks afterward, and the sharks that swim those waters still have an insatiable hunger for humanoid flesh after the feast they enjoyed.
The pirates took over the town and fort, and sent out the call to their brethren to join them. Three attempts were made by Xbalanke to reclaim their town, but the defenses they themselves had built proved to be of impeccable design and the town is simply too well defended.
It now stands as "Leviathan's Wake," a lawless hive of villainy and piracy. Fortified even beyond its previous state and bursting with armed and bloodthirsty pirates.
After this incident a new pirate ship was spotted in the seas around Tolec, which laid waste everywhere it went; The Leviathan, named for her captain, who became known as the next Pirate Queen.

The new King Nacon Cent of Xbalanke has pulled back the Navy, once a formidable force upon the Emerald Ocean, and has seemingly relinquished any hope or desire to regain the city.

Government

Loose council of Captains.
There is a heirarchy which fluctuates depending on who is in the Wake at any given time. The Captains who "founded" the Wake rank highest, below the Pirate Queen. If none are in residence, then the "Quartermaster Council" handles things. These are those pirates who have made a permanent residence and handle logistics such as supplies, sanitation, etc. Any businesses that operate in the city pay a tithe to the Quartermasters of exactly 1 share of their profits, which money is used for the maintenance of the "ship" aka the city.
The Councils are headquartered in the Fortress, now called the Throne.
