Nancy Boyd (a.k.a. The Librarian)

Just a serving wench in her teens when she met her husband, who was just an entry-level mook in the criminal underbelly of the Chi Town 'burbs himself at the time.   With her shrewd guidance, he rose through the ranks and eventually took over the organization.  Her reward was a library unlike any other to sate her thirst for knowledge.   When he died, she took over the business and turned his stronghold into a reading lounge and bookstore called The Upstart Lounge, catering to the literate elite of the The Coalition States.  To the rest of the world, however, a man named Vincent Millay took over the business.  Known as "the Saint of the 'Burbs," he has a reputation for looking after the downtrodden.

Self educated but thirsty for knowledge, she has read through her unequalled private collection of books several times over.

Employment

On the surface, she is the curator of the book collection, selling them or trading them for books she has not yet read.   In this role, she is known as The Librarian.   She is also the boss of the underworld in the Chi Town burbs.  This identity is a very closely guarded secret that most of her employees don't even know.

Contacts & Relations

Under the guise of Vincent Millay, and through a stand-in she has just for this purpose, she has established a working relationship with the Chi Town secret police.      They give her backing and support and look the other way regarding her criminal enterprises and books.  In return, she feeds them information and allows them to use her establishment to recruit and monitor the people of the burbs.   The actor who plays Millay is usually one of her lieutenants or an advisor.  That person has actually been assassinated once, although several other attempts have been made.  She rewards them well for the extra risks they take.   Another false persona in her employ is Robert Frost, whom plays the role of a rogue TechnoWizard; a role actually filled by Edgar Allen, who travels on Frost's shoulder in the guise of "Poe" the crow.

Religious Views

She does not follow the The Church of Man nor does she believe in The God of Man.   She is not atheistic, however, since she has seen firsthand evidence of higher powers.  But she is smart enough to know that the The Church of Man is just a prop of the Emperor.

Mannerisms

She comes across as a shy introvert.  She is bashful when dealing with customers of the bookstore.   She enjoys playing that role very much.   When playing the "the Boss" role, she is quiet, listens much, makes clear decisions, and then moves on.  She will often take time out to explain her decisions to her advisors and lieutenants because she feels that the better they understand, the more empowered they will be to succeed.  But she does so in a quiet manner, like ...  a librarian.

As the head of organized crime in Chi Town 'burbs, Nancy Boyd has access to nearly anything.   She measures her wealth in knowledge, information, and books.
Plot suggestions: 1) The Librarian asks the party to get her botany books back from Tony Santoro, who borrowed them, then skipped town. She would give them access to the library if they do this. 2) Vincent Millay thinks someone has been following Robert Frost. Could the party look into it? This is actually a security check performed by Nancy to see how well they are doing, with the side effect of the possibility they might actually find or catch anyone who is following Frost.

People looking for her are told to look for Vincent Millay, or Saint Vincent.  That is the name of the Boss of the 'Burbs' criminal organization.
