When Terrans made their first relay jump to the Tau Cerberi star system, the Osiryx Federation knew they were in for a world of trouble. The Terrans were stubborn, steadfast in their refusal to disarm themselves and their fleet (being only 3 ships large at the time). They were excited to experience a new galaxy without the constant and watchful eye of the Osiryx Federation.
The Osiryx Federation knew that they would have to navigate this new found alliance carefully if they wanted to avoid disaster. In order to do that, they needed to draft a set of ground rules that would appeal to the Terrans.
C'Tando, an Alkor of the Osiryx Federation, enlisted three of the finest Ulmaatis scholars they knew: N’Arak, L’Chani, and C’Essar. C’Tando asked the three of them to draft a treaty, outlining the rules that Terrans would have to follow when exploring or settling parts of the Ceberi Galaxy and Osiron as a whole. They were also asked to outline the amount of power the Osiryx Federation would have over the Terran settlers that made the relay jump to Tau Cerberi, as well as how much say the Terrans would have in intergalactic affairs.
Dawn of the Concordat
Writing started off relatively quickly in UGY 5306. N’Arak, L’Chani and C’Essar were used to working together. They would spend upwards of 20 hours writing a day, eager to finish the draft as soon as possible. The document (originally known just as ‘the concordat’ for simplicity's sake) was a kept a secret from the Terrans for the first few months, but by the time the first draft of the concordat was halfway finished, one of the crew members of the Hercules V caught wind of the concordat’s creation.
For the most part, the Terrans were understanding. Of course a treaty would need to be drafted between them and the Osiryx Federation would need to be created in order for them to truly make a home in Osiron. Some Terrans were furious though at the idea that a completely foreign entity would have any kind of control over them.
