When Terrans made their first relay jump to the Tau Cerberi star system, it became quickly apparent to all parties that their differences in opinion would become difficult to navigate.
Firstly, the Terrans were stubborn. They immediately refused each and every one of the Osiryx Federation’s (OF) requests to relinquish their weapons and decommission their ships offensive capabilities.
Secondly, the Terrans didn’t want to be hampered by the Osiryx Federation. After all, what powers did the OF hold of the Terrans? Why should they be the ones to determine what the Terrans could or couldn’t do when exploring this new star system?
Whilst, yes, there have been some disagreements, I urge everyone to remain calm. These things… they take time. There’s a back and forth, give and take, that’s how negotiations go. The point is that we’re getting there… Slower than expected, but progress is definitely being made. We just need you all to wait a little longer.
Both parties found themselves at an impasse.
Officials from the Osiryx Federation and the Intergalactic Terran Initiative (ITI) met to discuss the situation as a matter of urgency. Neither side wanted to give up too much ground to the other, but they also wanted to do their best to avoid an intergalactic incident. With that in mind, the ITI agreed to remain at the OF’s Li’Karo research compound until an agreement could be reached.
Unfortunately, the Osiryx Federation went about this the wrong way.
In trying to maintain their position of authority as the sole enforcement organisation in Osiron, their initial efforts of creating a suitable agreement between the OF and ITI meant that ITI officials were left in the dark.
The early draft - written by N’Arak, L’Chani, and C’Essar - was met with a mixture of disbelief and anger. The rules outlined in the agreement were strict and unyielding, and was seen by the Terrans as an attempt to suffocate any acts of exploration or settling. To say the Terrans were upset at the amount of power the OF were trying to grant themselves over governing and law enforcement was an understatement.
If anything, those early drafts of the concordat only served to rile the Terrans up. Their anger and frustrations would eventually lead to an incident at the Li’Karo research compound, before the OF and ITI would finally work together to create an agreement that suited both sides.
This agreement would be called the Sol-Cerberi Concordat.
Writing Timeline
UGY 5306 - The Original OF Draft
Writing began in early UGY 5306.
Originally referred to as ‘the concordat’, the three Ulmaat tasked with working on the agreement were eager to present their Alkor, C'Tando, a first draft. They were quick, having worked together before on other regulatory projects.
A few months later and C’Tando had something they could bring to the table. Unfortunately for them, the ITI leaders - Captain Astrid Ziegler, Major Jonas Sinclair, and Major Camilla Sainz - were unimpressed with the draft presented to them.
As changes were proposed and arguments were had between the three ITI leaders and C’Tando, word about the initial draft and its contents reached Terran ears.
Disgruntled, the Terrans started protests. This led to the OF locking down the Li’Karo research compound in late UGY 5306, but only served to fuel the rising tensions.

UGY 5307 - The Li’Karo Incident
The lockdown of Li’Karo led to a lot of Terrans resenting the OF officials there.
For the first two months of confinement, there was a constant stream of minor incidents incited by the Terrans. From vandalism, damaging Federation property, and causing minor inconveniences to the scientists and OF officials stationed at the compound.
Things began to escalate as both sides became more and more frustrated with the other.
As more time passed, with the concordat at a stalemate, the Terrans frustration and resentment became anger. Their confinement began to feel like a prison. And slowly, minor inconveniences turned to violence - an attack on a ‘federation dog’ here, the assault of a scientist there.
The OF couldn’t just let the Terrans do whatever they please without retribution. Terran violence was met with brutal, efficient arrests, which led to further protests. With tensions so high, it was no surprise to anyone when those protests led to the deaths of individuals on both sides of the conflict.
At that point, C’Tando and the three ITI leaders knew that the situation would only be resolved peacefully if the OF and ITI worked together to create an agreement that benefited everyone.
UGY 5307 - The Pain Points of Collaboration
After the incident at Li’Karo, the following members of the Osiryx Federation and the Intergalactic Terran Initiative got together to formally start collaborating on the concordat.

It took a while for conversations to really get going, but with the threat of further violence at the Li’Karo research compound hanging over their heads, the eight of them were determined to see things through.
The OF admins argued that the Terrans were a hindrance to the process. The ITI admins argued that the Federation was purposefully proposing objectionable terms. Back and forth the arguments went, on and on until UGY 5309 when the team behind the concordat finally had a breakthrough.
UGY 5309 - Making Progress
About a quarter of the way through UGY 5309, C’Tando and Captain Astrid Ziegler met privately to discuss the progress - or lack thereof - of the concordat. The simple offer of dinner and a drink would become the foundation of the concordat.
During that meeting, the two reviewed what had already been written of the concordat. Around 1400 pages at the time, it had been a hefty read, but they were determined to highlight what points could lead to concessions from either side. By the end of the night they had only reviewed about 200 pages, but it was a start. It also created a long lasting friendship between the two.
The next morning, they took their reviewed documents to the rest of the team for a wider discussion. It started out as many of their larger team meetings had, with half a dozen arguments and a shouting match, until eventually the heat died down and the team began to see the logic behind what C’Tando and Astrid were suggesting.
By the end of UGY 5309, the first draft was approved by the team. A copy was then passed off to other OF and ITI officials to read and review.
Of course, like all first drafts, the concordat was amended multiple times. By the time the final version of the concordat was ready, they had cut back from 1400 pages to just under 1100. Whilst no one had been entirely satisfied with the agreement outlined by the concordat, the team was ready to finalise and sign the end product.
In the first month of UGY 5310, the Sol-Cerberi Concordat was approved by all parties.

In the years since the Sol-Cerberi Concordat was finalised, there have been some revisions. Most notably is the reference to the ITI since the organisation was disbanded to make way for the much improved Terran Nomothetic Collective.

The SOL-CERBERI CONCORDAT is accessible to view by the general public. It marks the Terrans first intergalactic agreement with the Osiryx Federation and the beginning of a fruitful partnership.
NOTICE: In UGY 5317, the Intergalactic Terran Initiative was replaced by the Terran Nomothetic Collective (TMC). All agreements have henceforth been reassociated with the TMC.
Section 1.5.2 - Application of OF Law in association with the TMCThe OF and TMC have joint jurisdiction over the zones listed in Appendix 3a. As per the CONCORDAT, any illegal acts committed within these zones will be processed by the inter-organisational OF-TMC Policing Taskforce. Terrans with a TMC citizenship will be processed by the TMC Lead Officer. Terrans with an OF citizenship, will be processed by the OF Lead Officer. Terrans with a dual OF-TMC citizenship will be offered the choice of whether to process via a TMC or OF Lead Officer.
In this regard, Illegal acts are referred to in Appendix 2c.
Militarisation of TMC officials is only legal in zones that fall under their sole jurisdiction (as outlined in Appendix 3b). No military shall pass into, or through, neutral zones without prior exemption. Doing so will be seen as an act of provocation and will be dealt with as per the OF Engagement of Hostiles Directive. Exemption can be chartered through the xyz process.
Any military personnel stationed in the Osiron Galaxy Cluster should be logged on the appropriate TMC database. Records should then be shared with the OF administration. The OF will also, upon request, share the records of military stations and personnel from other governing bodies, as part of the Intergalactic Peace and Prosper Agreement. All shared records will be anonymised - only the bare minimum of information will be shared between the relevant organisations and governing bodies.
All spacefaring species and their associated governing bodies or organisations have equal rights within the OF administration. As such, the TMC council will have a say on the following OF matters (a full, detailed list can be found under Appendix 1e):
- Changes to intergalactic laws in the Osiron Galaxy Cluster, and any resulting changes to punishments for illegal acts
- Changes to regulations for organisations operating within the Osiron Galaxy Cluster
- Exploration and research of uncategorised orbital bodies and systems
- Immigration of citizens through, or into, a joint jurisdiction zone
