A spark of evolution

About thirty or forty years ago there began to be born children who had the ability to interract with, and manipulate, Constellation Light. It is a very rare occurrence, and also not very well documented, for a variety of reasons. The The Astronomers know of no more than twenty in the whole of (name of area here). It does not seem to be genetic, and at the moment there does not seem to be any real connection between those who have been born with these abilities. The abilities vary from being able to bend light, to being able to run along beams of light.
Precisely how many people are born with these abilities is impossible to tell. The sad fact, is that as soon as the GBC discovered that they existed, they began hunting them down and capturing them. Most have to live their lives in secret, hiding their abilities from everyone lest they are discovered. Some few lucky ones have found refuge with The Astronomers and it has become known in certain circles as a place of safety for those people and families who need to hide from the GBC.
One thing they all have in common is the ability to see outside the normal visible spectrum. They have a membrane they can extend across their eyeballs which allows them to see light waves that would not be detected by the naked eye. Even without this membrane they perceive light diferently to most folk, being able to discern the tiniest shifts in the shade and tone of colours. Their pupils are larger and they have a brighter sheen to their eyes, almost like they are always at the precipice of brimming with tears. This oddity has caused most folk who live in Seat of power to refer to them as Brighteyes.
