Token access is secured by Legion members under the Marshal's command, who shall have a key to the strongbox containing the tokens. Access can be granted if someone can (1) show membership of the Wizard's Guild and (2) know the password.
The password is provided by Emmeline and is changed every week.
Anything else they wish to add to the security of the tokens, including check-out and check-in, time limtes, and so forth, is left up to the Marshal's administrators.
