What functionality is missing? What is unsatisfying with the current situation?
  With the current article TOC, it is not strictly a 'list' in the CSS sense, meaning features like list-style don't work. While there are certain parameters you can change like the color of the borders, background and text, various ways of numbering this list are very difficult to do in unless you want to put the numbers at the various headings in the article.    I am asking if the article TOC can be made into a list for CSS purposes.     
How does this feature request address the current situation?
  It will allow an easy way to number the list. More user control.  Honestly it is for purely aesthetic reasons.     
What are other uses for this feature request?
None at all.

I have left this way past it's conclusion time to see it is going to gather more support. It did not.   The change will be catastrophic for a large part of the custom base that already used CSS to edit this and therefore without a good amount of support I cannot proceed with this in good conscience .
