People's Galactic

The People’s Galactic is the collective term for a broad range of nomadic and semi-nomadic peoples living throughout the Hundred Suns. In the earliest exploration and expansion phases they were the dominant culture of the spheres, but now make up around a third of the total human population. Ranging from asteroid miners to stellar brigands, gas giant farmers to separatist terrorists, the People’s Galactic believe that no person “should be subject to any law to which they have not freely agreed.”

This meme-belief is most evident in the lack of permanent settlements made by the People’s Galactic. Though they farm worlds, satellites, comets and even stars for resources, most do not create lasting edifices or planetside societies. Some are wholly nomadic, living aboard starships that move from world to world, slipping from sphere to sphere along generational routes. Others have dwelt within a single stellar system for decades, sometimes centuries, but do not set foot at all on a planet’s surface. Farming only atmospheres, asteroids and satellites, they live on huge processor stations that are tugged into position by flotillas of smaller ships.

Many have ended up as raiders as the propagators of Hegemony, through Unitas Consortium, create more and more surface structures, pushing into traditional territories. These outlaws either target such installations directly, waylay supply lines, or prey on the outgoing exports of Unitas Consortium outposts.

This free-wheeling and widespread coalition is held together mostly by opposition to the expansion of Hegemony’s centralized system of governance.

Following the New Earth Hegemony and the Novageon Armistice, representatives from sixty-two heliospheres and more than two hundred other affiliated families, dynasties, houses, cartels, unions, and guilds signed the Pan-Galactic Accord, also known as the Declaration of the People’s Galactic Rights.

This ratified the rights of individuals and institutions to exist and operate free of any government control to which they do not voluntarily subscribe, whilst establishing the jurisdictions of the signatories. Despite diminishing numbers, the People’s Galactic continues to be a power, being a flexible and convenient arrangement for the member institutions to conduct their affairs whilst keeping a united front against Hegemony gains.
