Nyaan Empire is currently the largest empire in Ysanaf. Her territory spans from Litter Islands, Terrosia to Sylverlion and some islands near Terrax. It has 5 kingdoms under her: Terrosia, Mimi, Nova, Remboro and Sylverlion.
The world know for her great military power and technology. The empire also know for its aggressiveness.
Nyaanese enjoys freedom to travel within kingdom without tax and passport. There’s also cultural freedom and race equality. Citizens also have right to have privately owned business and guilds. People have right to vote for their governor for their province and the Imperial minister and the advisors for both the emperor and kings.

Structure

The Emperor and Imperial Court

The Emperor/Empress: The head of state with executive power over the entire Nyaan Empire, handling foreign relations, defense, and ensuring internal stability. The Emperor's power is limited by the constitution and shared with regional rulers and elected officials, ensuring checks and balances.
Imperial Ministers and Advisors: Elected by the citizens from across the Empire, these ministers manage specific domains such as foreign affairs, defense, commerce, and infrastructure. Advisors also guide regional kings and ensure collaborative governance between the kingdoms and the Emperor. This democratic structure prevents unchecked central authority and ensures representation at the highest level.
Imperial Council of Rulers: Made up of the monarchs and leaders from the five federated kingdoms, this council advises the Emperor and votes on major decisions, including constitutional amendments or declarations of war. The Emperor cannot override Council vetoes, reinforcing the shared power structure.

The Five Kingdoms of the Nyaan Empire

Kings/Queens of the Kingdoms: These monarchs govern their respective territories and participate in the Imperial Council to influence empire-wide policies. Although the kingdoms govern their internal affairs independently, they are bound by the constitution to support the central government, especially in defense and foreign relations.
Elected Provincial Governors: Each kingdom is divided into provinces, where governors are elected directly by the people. Governors manage local administration, taxation, and infrastructure and report to their respective monarchs. This decentralization encourages political participation at the regional level and fosters local identity.

Imperial Military Command: The central government controls the Empire’s military, overseeing land, air, and naval forces equipped with advanced diesel technology and war machines. If any kingdom is attacked, the entire Empire responds as per the constitution. The attack on one kingdom is considered an attack on all, ensuring mutual defense.
Regional Militias and Guards: Each kingdom maintains local defense forces, which handle internal security but must cooperate with the imperial military during wartime. Regional armies can mobilize quickly within their territories, while the imperial forces focus on external threats.

Legislative Body

The Nyaan Empire’s legislative authority is vested in a bicameral parliament, which represents both the regional monarchs and the nobility. This structure ensures a balance between regional interests and the imperial agenda.
Senate of Kings: Comprised of the five monarchs from Terrosia, Mimi, Novaku, Remboro, and Sylverlon. Advises the Emperor on empire-wide policies, declares war, ratifies treaties, and oversees constitutional amendments. The Senate holds veto power over imperial decisions, ensuring that the Emperor respects the autonomy of the kingdoms.
House of Nobilities: Made up of elected representatives from each kingdom. Handles domestic legislation, trade laws, and economic policies. This house ensures that the interests of the landed nobility and wealthy merchants are represented in governance. Doesn't need to be in nobility to be one.

Judicial Authority

The Imperial Judiciary ensures that the constitution is upheld, and disputes between kingdoms or imperial institutions are resolved fairly. This branch maintains the rule of law and adjudicates legal conflicts across the Empire.
Chief Magistrate: The highest judicial authority in the Empire, responsible for interpreting the constitution and presiding over key legal disputes. The Chief Magistrate is appointed by the Senate of Kings and confirmed by the Emperor. This creates a system of shared influence between the executive and legislative branches.
Imperial Arbitration Courts: These courts resolve disputes between kingdoms and handle appeals from provincial courts. Imperial courts also adjudicate cases involving trade disputes, constitutional conflicts, and cross-regional criminal activities.

Citizen Participation in the Imperial Government: Citizens vote to elect imperial ministers and advisors, who serve as counselors to the Emperor and kings. History

Nyaan Empire was founded in 746 shortly after the fall of Terrosian Kingdom and death of the last Sapphiro Empire prince. Ganimede took the oath to become the crowned imperial prince of the new Sapphiro Empire and the king of Terrosian Kingdom. The prince also promoted Duke Flanalot to be the king of Miminian Kingdom under the leadership of Ganimede. The duke agreed thus forming Nyaan Empire with two constituent kingdom under her.
At year 917, Nyaan empire “temporarily dissolved” , but later reestablished when Hanxu was enthroned.
