The 2-Day War

Prior to the first Estalian-Disorganized War, the gnomes of Lapu enjoyed a relatively relaxed treatment from their Estalia. Despite residing in Estalian territory, Lapuvians were allowed to practice their own culture, and citizenship was not required. Due to their creativity and inventions, they were seen as vital to Estalia's development, and were seen as a lesser evil in comparison to the newly formed states of Aedan and Kraggenhammen. During the war, this relationship continued, with Lapuvian Gnomes providing both weapons as well as serving.
  However, after Estalia's defeat, this relationship changed. Seeking a quick way to save face, the Senate sent The Silver Legion to the shores of Lapu. When they arrived, they demanded that the gnomes either leave their city, as the land it stood on belonged to Estalia, or they become fully fledged Estalian citizens and renounce their culture. The general, a patient man, gave them until the morning, and those who resisted would be killed.
  The gnomes, always a clever bunch, came together to find a solution to their problem. Although some decided to leave the city to become full citizens, the majority did not wish to give up their way of life, and did not want to be blanketed with the Beaurocratic red tape of the Estalian government. 
  When dawn broke over the mountains, the Silver Legion was met with a strange sight. The gnomes had worked throughout the night, and by the morning, the entire city of Lapu had be moved onto large rafts and set adrift into the lake. When asked, the gnomes told the general that, although Estalia may own the land, the water was previously unclaimed, and that during the night, the independent city-state of Lapu had been founded.
  Uncertain what to do, the general returned to Estalia, where the gnomish claim was debated for several years. By the time the Silver Legion had returned, Lapu had signed defensive treaties with both Aedan and Kraggenhammen. Estalia's decision had been made for it, and the city of Lapu enjoyed its independence.
