Law 232-A-1978

Law 232-A-1978 changed the definition of "The Disorganized" to "Any non-citizen individual or group acting outside the best interests of Estalia within the borders of Estalia".
Although it's impact is not immediately obvious, this law had a massive impact on Estalian culture. Dating back to The Disorganized Announcement, the previous definition of "The Disorganized" was "Any non-human individual or group acting outside the best interests of Estalia within the borders of Estalia". The inclusion of "non-human" in the definition resulted in the Estalian-Disorganized Conflicts, where many non-human Estalians were attacked and forced from their homes. The signing of Law 232-A-1978 meant that non-humans in Estalia could now:

• Register as citizens.
• Receive protection from The Silver Legion.
• Receive appropriate Identification.

The signing of Law 232-A-1978 is considered the end of the Civil Rights Movement.
Law 232-A-1978 is also an excellent example of how the Estalian government treats laws in general. The Disorganized Announcement was never revoked, but was instead amended with Law 232-A-1978. Although not an official policy, the revocation of laws is looked down upon, as it's considered to suggest that the original law is against The Grand Plan.
