Phoebe in Gates of Armageddon has lost almost everything she had in Kelestia that made her the character she was. In the wake of the Third Frontier War-TFW, she was one of the millions of Kelestians who enlisted in Military Service. Her natural talent at casting earned her high praise while in the service and she gained the favor of the New Pantheon very quickly. She would become an invaluable asset to their Military Operations in Kelestia's recovery, though some had their reservations about her service. It was during this time that she worked alongside Jason during his privateer years, this being the first time they spent time around each other post TFW. She would be selected for Breaker Team 000 as a way to keep her in service of Kelestia while lessening her exposure to Kelestian Wet Work Service. Her devotion to her previous profession caused her to become quite the devotee to the New Kelestian Pantheon and its mission to rebuild the nation. She carries a slight gruge against people like Sasha Virway and Kalina Ferro who still use their natural talent for selfish gain rather than for the betterment of others.   At the start of the series, she maintains a more traditional Kelestian fighting style amplified by her Telekinetic abilities, as the series goes on and she loses her weapons she begins to rely on her Telekinetic Energy Manipulation and hones its effectiveness.

Character Prototype
Old backstory   Phoebe is one of the many abandoned children that live in Upya. She was adopted by the Outlanders led by, Alexander Tuem, after they took over the village she lived in. Alexander was impressed with her casting abilities and would oversee her training alongside many of the other younger gifted members of the Outlanders turning them into loyal soldiers. She would grow to become one of his most reliable operatives as well as her friend Thetus, Alexander would use them to try and eliminate K.E. Team DN.0006 where Thetus would be killed and Phoebe captured. During her detainment, she would go through deradicalization, reeducation, & retrained for Kelestian wetwork. She found it to be more than difficult to assimilate into the hyper nationalistic, pro expansionary, blind faith Kelestians that fill the inner islands. She found a home in solitude on her massive plot of land on Iyos that she maintained herself finding joy in the peace of caring for the land and nature around it. Though she hardly spends time in her home spending most of her time on wet work assignments operating in the Frontier and even in the Mainland (she has a cheeky cameo in Solfront.) It's on one of these operations that she worked alongside Jason during his privateer years, this would start their friendship. When Jason's team suffered a loss Phoebe was inserted into the vacant position, this was a personal directive from Dahlia (as a way to hook Tyler into taking lead on a potential breaker level team.) Phoebe was, overwhelmed, to say the least with her sudden shift in not just job but lifestyle. With the changes happening right before the GoA story start, she barely has time to adjust to the academy let alone her own team, let alone Sasha.
