Qualifications
The Brilliant Empire is an absolute monarchy, where all succession is determined based on the whim of the current Emphir. In theory, the Emphir could name any individual to be their heir. However, The Talat Family has held the throne since the founding of Ostar all the way through its transition to the Brilliant Empire, and the Family has always held that the most qualified person should rule. What the most important qualifications are, exactly, is determined by the current Emphir in selecting their Heir.
Requirements
It is common practice for the sovereign of the Talat family to adopt or foster and raise children from other families as their own, alongside their biological children; most often, these foster and adopted children are selected from the sovereign's own extended family, with occasional deviations. While some children retain their own names and some are given the Talat family name, it has been common practice for any child considered a possible heir to be given the Talat name, which makes tracking actual heritage outside of the family a chore. As of current known history, no Emphir (or, before that, King or Queen) has been selected who was not in some fashion related to the current head-of-state. As members of the Talat family, Emphir-apparents have always been human. Age-wise, heirs appointed who have not reached the age of majority are also assigned a Regent.
Appointment
At all times, a current Emphir keeps an official filing of at least three ranked Heirs to their crown. Some Emphirs have chosen to keep this list secret, while others have made it public and long. When the reigning monarch dies or abdicates, the new heir is raised to the rank with a formal and solemn ceremony, which must be performed by the religious authority of their choice.

The cultural impact of using "Emphir" instead of "King" has not been lost on the rest of the world, as everyone waits to see who the Empire will try to conquer next.
