The reclusive self proclaimed ruler of all the Universe. Since he ascended, nobody has seen him, as he is always obscured in some way and is always on his throne.
He was not alive during the Universal War.

Personal history
Ruler grew up in the care of the royalty of the Forgotten Kingdom, seeing the world in turmoil after the Universal War. He concluded that each country needed a strong ruler to emerge to guide it through these times and saw it as a personal failure of the other gods to not ensure this. When he reached puberty, he immediately took the ritual and took the domain of ruling, setting out to create a world of strong rulers and kingdoms who could eventually emerge into the World of Mortals and reform it. The creation of the world was easy, simply causing the World of Mortals to echo outwards, creating another world, which he called the Land of Rulers, now called the Feywild. As part of the world came the Sprites, but they were less inclined to ruling, so Ruler created a ruling race, the Elves. He guided them through centuries of development, then opened a gateway to the World of Mortals, letting his kingdoms through, and forming a new one on the continent of Belahir. This angered the kingdom of Belahir, igniting the Great War. This was a great disappointment to him, as he had hoped to fix the world peacefully, so he severed the alliance between the new kingdom in the World of Mortals and the established kingdoms in the Feywild. This kingdom, without the support of either Ruler or the kingdoms in the Feywild, eventually split into two kingdoms, the Ashlands and Suthphor, separated by the Frozen Ocean. During the Great War, he insulted Homin, who created a Perversion of Ruler, spawning the Shadowfell as the opposite echo, with Night Hags as the native species, the counterpart to Sprites, and another Perversion, creating Vampires in the Shadowfell.

He likes strong rulers who control their kingdom well and justly, but hates any ruler who doesn’t have strong control or rules unfairly. He also favors direct servants to the rulers he likes.
