Ever since their arrival in Marienburg in 2150 IC the elves have played a pivotal role in the development and destiny of the city. Today they secure the cities great wealth by opening and maintaining some of its most lucrative trade routes and furnishing the cities merchants with exotic and rare goods.   However, the strong presence of elves in the city is not without its challenges and friction is inevitable. Tensions often run high between Humans and Elves, especially when trade with the New World or whale hunting is brought into discussion.   To ensure that their people would not be harmed, and that physical outbreaks of xenophobia could be controlled, the elves formed their own watch and city guard. The 'Guardians of the Peace' (Manniocs-Quinsh) were formed to guard and protect the six islands which together formed Sith Rionnasc'namishathir the elven district of Elf Town of Marienburg. Though amongst the human population they quickly became known as 'The Mannikins'.   Whilst 'The Mannikins' were formed to protect the elven population of Marienburg their activities are not limited to the six islands that form the elven enclave. The 'Manniocs-Quinsh' believe that prevention is better than the cure and go to great lengths to gather information and monitor activities well beyond the borders of their jurisdiction. Nor are they reluctant to take matters into their own hands and to take preemptive action should they discover a threat to the Pheonix Kings subjects. Thus they boast a number of highly trained field agents, spies and information brokers as well as an impressive undercover strike force.   'The Fog Walkers' Marienburgs own intelligence service are aware of their presence but not aware of the full extent of their network, but they seem to have little interest in interfering in their activities. Likewise, the 'Manniocs-Quinsh' are careful not to provoke any reaction from them or the human population at large as the last thing they want is to give one of the numerous firebrands amongst the human population an excuse to instigate a new anti-elf riot.

Structure

The Manniocs-Quinsh are divided into two bodies, commonly referred two as the Solhar Manniocs (Sun Guardians) and Tarn Manniocs (Moon Guardians).   This division was established by the late Solhar Fartrader's son Ciobahn Ultharion, who declared that 'whilst both the sun and the moon may rest according to the hour of the day the envoys of the Pheonix King should always be alert and vigilant'   From the beginning, it was proclaimed that the control and management of these two bodies should never be entrusted to the same clan. To this day the Clan Aisellion has the hgonour and privilege of managing the more overt activities of the Solhar Manniocs, such as watch patrols, guards of honour and internal security, whilst the more covert operations of the Tarn Manniocs are controlled by the Clan Lormorillan.
