Physical Description
General Physical Condition
A tall, slim middle age man who has a slightly above average physique due to his passion for jogging. He shows signs of his age and never had or needed to become an adonis in his physique. He also seems mentally stable.

Caucasian and almost hairless on the body.
Facial Features
Thin moustache and eyebrows, bald on top with thin hair receded to the side of his head. His head shape is noticeably triangular and spooky.

Right handed and a quicker than normal walking speed.

Normally wears a 40's era suit. Later on decided to wear a lab coat along with goggles, light blue shirt and pant typical of lad wear of the time, this was speculated to be apart of his egomania. Historian believe this to be a root to the costumed villainy of decades later.

atom ray and other assortment of rays. This includes experimental electrical rays and weaponized tesla coils.

Personal history
Born in 1898 in San Francisco and moved to Brookings, Oregon at age 11. Elias grew up being the smartest kid in his school by proxy and was bullied for it all the while inflation his insecurities and tying a good chunk of his identity to his intellect. He went to university in Chicago where achieved his bachelor. As unremarkable as those years were, he only became more arrogant and defensive upon realizing and later denying he wasn't as intelligent as he thought he was.
During the Prohibition, he needed to make quick money and found himself making booze and moonshine for local mobs while learning chemistry at the same time and he ended up staying in the criminal underground, though the reason for that is unclear. During this period he was working his Master's and Doctorate. Before he could defend his dissertation It was uncovered that not only he stole work from other students but he bribed several of the teachers as well. He immediately banned from several universities afterwards. Angrily and arrogantly, he dubbed himself a Doctor of the Sciences and set out to steal research and equipment from the university. With the help of some criminal colleagues he succeeded in his quest.
During his time as a criminal he work in several cities working as the electrical and wires guy for many a gang and scheme earning him the moniker Dr. Electra. He ended up in Centre City, Canada working for the local crime scene rigging horse races and other things where he ended killing a bookie. This led him to kill Judge Torrent and attempt the same on Jim Blair, a powerful judge and Newspaper writer bent on taking his crowd down. Here he first squared with Nelvana. At this time he rose to prominence in the city due to his reputation and reliability at the time.
Throughout the years after this he became more overtly a supervillain and squared off with many a mystery men, half the time either happy to fight them off or eager to see one come.
All of this came to an end when he died in a fight with a mystery man, taking him out.

Failures & Embarrassments
Anybody who know him will not bring up his disqualification of his Master's and his Doctorate or how intelligent he actually is. He goes into a fit of rage over it.
Other than that, he gets embarrassed when an invention fails during an outing.
Mental Trauma
He was affected by bullying as a kid and based his identity on his itelligence. It has also been suspected that his first battle with Nelvana caused a slippery slide into being a show off. Many cohorts claimed he actively sought out fights with heros, never bothered surrendering or running. Nobody can pinpoint the cause.
Interviews with Elias talked about several mystery men with extreme hate and is now to be at minimum an egomaniac.
Intellectual Characteristics
As adept he is with electrical engineering, he holds himself in high regard with a blinding ego and arrogance. Even though dabbling in multiple fields is common within the realm of science he will claim to be a master of science.

Because of his upbringing, he is strongly anti-religious; It's not strong enough to stop him from working with religious people but he has shown disgust for overtly religious and zealous religious members (mostly of the christian variety). He is mostly amoral and does a lot of what he does out of selfish reasons and for the power trip. His philosophical thinking seems to lean towards scientific logic and hedonism.

Jim tried to take him down for killing a bookie and for being a major element in the local crime scene. This started a few attempts at murdering the man from Elias.

Elias's reasoning to pursue a few murder attempts were out of hate for trying to put him away. Jim was doing his job and civic duty at the time.

He made his money through rackets and fronts after Prohibition ended. As a go to for engineering, he was never out of work nor out of the paycheck for too long. Interviews with colleagues state that they can use him to legitimate several fronts or to fix some things.
