Pirates

The pirate gang owns a vast territory stretching across multiple systems and many planets. The space they control is devoid of any laws or control of the peacekeeper corps and runs solely under the rules of the gang. Whilst the gang does operate mostly outside of their territory, they are subject to the law of those systems when they do and as a result need a place to retreat to where the law cannot touch them. The pirate gang is one of the largest and most prolific criminal groups in the galaxy.
