On the world of Vreathe, Halfling is a term for a rare type of elf that doesn't grow up normally. While most elves grow and mature at roughly the same rate as a human, becoming an adult by age 20, halflings get physically and mentally stuck around the age of 10-12 years old, for decades and sometimes centuries. Phoebe is an example of this. She has been stuck as a child for much longer than most humans have been alive.
When Phoebe stopped growing, at first, she didn't care, and neither did her parents, as most elves don't care if it takes 20 or 200 years to raise their children. But then her parents had another child, Ron, who grew up normally. Ron then became a Knight of the Leviathan, and rose through the ranks. After almost 150 years and several successful military campaigns, Ron settled down and had children of his own, who also grew up normally. Phoebe's parents were considering having another child. Afraid that she would have another sibling that would grow up and leave her behind, Phoebe ran away.
A few days later, she ended up in the Shining City of Tesiadem, a human city. Mages came from all over the world to study here, and the port accepted ships and traders from all across Vreathe. Here, Phoebe joined a group of street urchins and learned how to pickpocket and steal. She stole from everyone indiscriminately.
She then stole from a human named Warrick. Warrick was a member of the Tesiadem branch of the Thieves Guild, and saw Phoebe's potential. He let Phoebe join and taught her the subtleties of thievery, how to magically pickpocket without being detected, and how to put on a show and manipulate others. He taught Phoebe to not steal randomly, how to pick targets, and that some targets are always off limits.
Phoebe would find a newcomer to the city and play the part of an innocent child, only to later walk away with someone's wallet and any aethercite crystals they happened to be carrying. She became known throughout the underground guilds of Tesiadem as Ametista and many would hire her for specific jobs that she was almost always successful at. Phoebe is known even by the Queen of West Cassel, who has in the past hired her to steal.
About a hundred years ago, when Warrick neared the end of his life, he passed ownership of the guild to Ametists. After being in control, Phoebe expanded the guild, and now virtually every street urchin in Tesiadem is a member of the Tesiadem branch of the Thieves Guild.
About four years ago, Ametista experienced a growth spurt and is finally starting to grow up normally. She is still leader of the guild, though for the last four years, she has been taking care of a high value target, under contract with the Queen of West Cassel.
