Penrith
A settlement on the shores of Teak, Penrith is a thriving community based on its connections with the Dominus Archipelago and Elkris. It is also a known settlement to house pirates of all kinds which is why many of the locals have come to calling it Knife's Edge.
Demographics
The population of Penrith is very diverse as it is a thriving metropolis with many vendors from all over Voralti.
Government
There is a small council that sits as the main lawmakers and adjudicators of Penrith, but all final decisions of major developments must be run through the Lord Mayor.
Defences
There is a wall around the city with guards paid to defend it. The water is also a natural barrier to a naval attack.
Industry & Trade
While taxes in Penrith are relatively low, there is a growing number of guard groups who require protection payments to keep businesses afloat. Beyond that, Penrith is very dog-eat-dog. Businesses rise and fall based on their own merit (and what deals have been struck).
Infrastructure
Penrith has a sewer system and many paved roads. Though many ships are built in the townships surrounding Penrith, many of the materials come through Penrith first.
Districts
There are six districts in Penrith:
- The Harbor - Taking up most of the area near the water's edge. Ships fight for prime positions at the harbor or must float farther out in the Axenthea Sea and take smaller boats into town.
- The Silver Quarter - A thriving marketplace of wares, inns and oddities. Bartering is a way of life within the Silver Quarter and there are more than a few shouting matches that happen per day.
- The High Tide Quarter - A mix of larger homes and manufacturers, the high tide quarter houses many businesses and factories. Many of the owners of these factories don't live far from their factories, stepping in on a regular basis.
- The Low Tide Quarter - Many residential homes have been packed together within the Low Tide district. Because of this, many homes will offer rooms for rent to travelers father from the shops, but at reasonable prices.
- The Golden Crater - Housing many government buildings, the Golden Quarter (or Crater depending on whom is speaking) is surrounded by a man-made moat on all sides and is heavily guarded. Many important businessmen have holdings in the Golden Quarter.
- The Gates - Surrounding Penrith, a large wall blocks entry except for a few entrances. After a few failed attempts to raize the city, the wall was constructed as a natural barrier against traveling bandits.
