The Eleran Empire spans vast territories in the colder southern lands, encompassing four major river systems that flow to the ocean. This harsh environment has shaped both the empire's challenges and its strengths.

Predominantly elven, with approximately 95% of its inhabitants being elves. This demographic makeup significantly influences the empire's culture, politics, and societal structures.

Government Structure:

The Eleran Empire began as a federation of major cities along its four rivers, allowing for local autonomy and regional representation. However, over time, power has centralized into the hands of a ruling oligarchy known as the Rivermoot Assembly.

Lifetime Appointments:
Members of the ruling oligarchy typically hold their positions for life, leading to long-term stability but also potential stagnation.

While remnants of the federal system remain, real power is concentrated among a select few in the capital.
