The City is run by the Local Feifdom, headed by King Harlau. The king had assigned day-to-day management to an Elven man named Goren Adsalor. He has delegated Management to the city to 9 delegates, who each govern their assigned sectors. King Harlaus primary castle is inside the city, and the king spends a decent amount of his time there.

History
In the late 700s, the lands East of the Aire mountain range was full of competing barons and kingdoms. One of these kingdoms was the Harlau Family. Their castle ran right on the border of the Calarel River, which was the largest river in the reigon. Over time, this castle grew into a grand city as their Fiefdom expanded. Over time, The town was named Talo, a bastardization of the Elven work Talodain, which meant 'Sanctuary'.
