Government
The City has an elected Mayor, who also serves as the Governor of the 5 or so smaller towns near Chesa. The Governor then will put in place people to manage the subsystems of government needed to run the city.
Industry & Trade
Large exports of magical Gems and a prolific quarry near the town, to mine Marble and other valuable rocks.
Infrastructure
The City has a robust sewer system, with entrances throughout the city, most of which are within the Raven Ward. Entry into the sewers is forbidden and commonly patrolled. Most of the raven ward however is unpatrolled, and thus a few black markets have sprung up within. One entrance to the Underdark has also been found.
In all sectors of the city, public transportation networks have been set up using a slower form of the Holandian Rail System . The Hammer and Gem ward is well served, with one stop within the Governance ward, and only two stops within the Raven ward. The Fee for traveling on the rail system is a flat 3 silver fee, and is well used. The rail system originally had many critics, but most have been quiet after its near full utilization. Within the Raven ward, is also the Chesa train depot, which serves as the stop in which the Trans-National Line runs.

The Governance Ward: Where most members of the government live. While not the fanciest, it is the best guarded and a lot of restaurants and shops.
The Gem ward: The District where the most wealthy people lived. Has a checkpoint needed in order to enter, has a credit check.
The Hammer Ward: The most populous ward. Has most of the laborers, and many different sights to see
The Raven Ward: The Slums of the city, with mostly beggars, theives, and down on their luck citizens.

History
Chesa was originally a small mining town with a very weak connection with the rest of the nation due to its placement in the outskirts of the Holandian Mountain range. However, in 1187, an old Dwarven vault filled with magical gems, now known as Cavehelm Gems, was unearthed. This led to the town exploding, with industrious people from all over the world moving to the city to find their fortune.
Over the next 50 years, Tensions grew as a part of the destruction of the local Dwarven mines that housed these gems. This culminated in a movement known as Ourfaern, and their relation to an explosion at the main Parliamentary building. As efforts were made to curb the destruction, tensions related to Dwarvish culture lessened, and the Cavehelm technological development is looked upon more favorably in the following years.

Geography
The town is in a small valley flanked by four large mountains, with roads leading out in between each mountain.
Natural Resources
Large deposits of marble, various ore, and Cavehelm Gems. Most of the local supply of Cavehelm gems was depleted by the year 1239 PTF, and now further expeditions are made to find more caches.
