Cytherean Confederation

Boasting a population in the billions and swathes of Venusian soil, the Cytherean Confederation is the most powerful government in the entire Sol System. It is controlled by the Council, an oligarchic group of the lords of the realms that controls all aspects of their government with an iron fist, in the name of the Engine Enigma. Their worship is supposedly atheistic, denying that they treat them as a god but rather as a 'higher material entity', despite the fact they have numerous idols and shrines dedicated to them throughout their pit cities.

Structure

There is the Judisdicator who controls the Council, and the Councillors that compose that oligarchy, who operate their own separate realms. Of those who serve the Councillors, there are Advisors, who assign roles at their own discretion. Most labor required of the citizen is unskilled and simply requires drivers to ensure they perform their duties to the Confederation.

Culture

In the eyes of the Cytherean, they are but cogs in a grand machine. The Confederation is their ultimate priority, and if it is not, they are deemed harmful to the Council and excised like diseased flesh. The Confederation is an engine. The citizen is a component. They must perform their duties lest it wither and rust. However, like a cog, it may falter. It may fail. And thus, they are removed and replaced. They are but one of many. And thus, the machine moves ever onward.

Assets

Controls most of the ancient human cities deep within Venus, also dubbed pits, giving them the largest population in the entire system. Possess large swaths of artificial wombs that spawn the takwin that make up their population. Also controls outposts or even rudimentary colonies throughout the solar system, such as those on Mars and Earth.

Demography and Population

The various underground cities spread across Venus are controlled by the Confederation, and the overwhelming majority of their population resides in them. While some are stationed in the various space stations, colonies, and battlecraft of the Confederation, the civilian population dwells in the massive pits.

Territories

The Confederation controls at least 2/3 of Venus. They completely control the "calm", as calm as Venus can be, areas closer to the Equator. The more extreme north and south regions are mostly inhabited by nomadic barbarian warbands. Most of the aboveground territory is unoccupied, but the pit-cities beneath the surface are universally controlled by the Confederation.

Military

The Confederation at large has no military, but rather each realm enlists and equips their own personal army, the 'Regiment' of that particular realm, composed of smaller Battalions assigned to different tasks.    However, at the order of the Council, the realms will be bound by Majar Law to draft members of their forces to the overarching 'Cytherean Brigade', which, while composed of and divided into the separate Regiments, will be directed towards a single goal, normally the elimination of a worldwide threat or a hostile force that warrants concern of the majority of the realms.

Technological Level

The Confederation has vast stores of ancient technology. While it's not the most advanced, they not only have the technology, but the ability to make it and use it. They are known for their cloning capabilities, genetic modification, TIU production, and their understanding of the arcane, which makes them a force to be reckoned with.

Religion

Most religions held in the old days of humanity have become warped and alien, but the Engine Enigma is the religion held by almost all of the Confederation to varying degrees of dedication. Alyk Pso is by far the most dedicated to the Engine.

Agriculture & Industry

Different cities have different facilities, but it differs from realm to realm. Some realms focus on weaponry production, some on agriculture, some on fuel. But more often than not they rely on imports from other realms. These agriculture pit cities have layers of hydroponic bays to feed the incredible population of Venus, and the protein slurry they produce is often not enough, so cannibalism of the dead or dying is also used to satiate the needs of the population. Massive acid-vats dissolve plant life and Cytherean citizens into a thick sludge suitable for mass consumption.

Trade & Transport

Some pits are connected through underground railways, massive flat trams carrying cargo and transferred citizens to other cities, but only a few are connected to other realms. The technology and ability to excavate such an incredible amount of earth is no longer available to the Confederation at large, so the railways are highly valued.   Others require aboveground travel through large trenches to reach other states. These trenches are fairly deep into the surface, allowing those within them to be covered from the intense wind of Venus. Even still, insulated suits are necessary to prevent burns from acid rain. These trenches also connect the various orbital batteries around the equator of Venus.

Education

Most realms  only educate the lower class in the operation of whatever facility they work at. However, higher-ranking workers in their craft are taught further in the honing of their purpose. If one is deemed worthy, the ability to read and write may be taught to them.

The only imports are from other realms and colonies of the Confederation. Given that some realms are only capable of certain industries, the fragile balance between the many realms is kept by this internal market.
Legislative Body
The Council makes the laws and dictates the path the Confederation must take. Their rule is fickle- only some realms even recognize the Council's power, and only some realms have a Councillor, and only some have any voice at all. Normally, the law formed by the Council is dubbed 'majar law' and is interpreted by individual realms at their own discretion, forming 'Yanima law', enforced by that realm's Councillor and Advisors.
Judicial Body
Most realms have detyr patrolling their pits, eliminating possible dangers or defects within the Confederacy. They have a shoot-on-sight policy for all potential criminals, pardon those of any significant standing, who instead are nonlethally detained and brought to the Aequitas courts, where they are judged via Majar law. The courts are controlled by the capital of Kytheria, so they are separate from whatever realm they are within, much to the disdain of Councillors and Advisors who see the courts as a threat to their independence.   Beyond the detyr, the Aequitas squads are small 3-6 man squads who enforce Majar law with extreme prejudice. They are domestic task forces with advanced gear to excise hostile internal forces. They are normally utilized when dealing with defecting military personnel or traitors of significant standing.
